AN ORDINANCE RATIFYING THE ESTABLISHMENT OF
THE QUAPAW CENTRAL BUSINESS IMPROVEMENT
DISTRICT NO. 5 OF THE CITY OF LITTLE ROCK,
ARKANSAS
WHEREAS, parties claiming to be more than two - thirds
in value, as shown by the last county assessment, of the
owners of the property located within the territory
hereinafter described have filed a Petition praying that a
central business improvement district be established for the
purposes hereinafter set out; and
WHEREAS, after due notice as required by law, the
Board of Directors of the City of Little Rock, Arkansas, has
heard all parties desiring to be heard, and has ascertained
that said Petition was signed by more than two - thirds in
value, as shown by the last County assessment, of the owners
of real property situated within the said territory;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1: There is hereby ratified the
establishment of Quapaw Central Business Improvement District
No. 5 of the City of Little Rock, pursuant to Ordinance No.
15,110 of the City of Little Rock, under the authority of Act
162 of 1973, the boundaries of which are attached hereto as
Exhibit A.

Said district has been established for the purpose
(a) Issuing revenue bonds for the
purpose of providing funding for the
acquisition, construction,
reconstruction, or any other restoration
or improvement of real and personal
property located within the boundaries
of the District which, in the opinion of
the Commissioners, will further the
elimination of urban blight and decay
and provide for the modernization and
general improvement of the properties
within the District as provided in Act
403 of 1975; and
(b) Constructing, establishing and
maintaining common improvements within
the District such as lighting,
landscaping, benches, parking facilities
and such other improvements, facilities
and services and equipment as may be
authorized by Act 162 of 1973, all to be
located, constructed, operated and
maintained in such manner and with such
materials and under such circumstances
and conditions as the Commissioners to
be selected for said District shall deem
for the best interests of the District,
and that the costs thereof be assessed and charged upon the
real property above described.
Section 2. R. L. Bumgardner, John D. Jarrard, Larry
Lendermon, Mark Abernathy and Jenny Heard are hereby confirmed
as Commissioners.
Section 3: It is hereby found and declared that the
deterioration of the central business district is a threat to
the property tax and revenue sources of the City of Little
R•
Rock, and that the elimination of urban blight and decay and
the modernization and general improvement of such central
business district is urgent. Therefore, an emergency is
declared to exist, and this Ordinance, being necessary for
the preservation of the public peace, health and safety,
shall take effect and be in force from the date of its
approval.
