AN ORDINANCE TO ESTABLISH CRITERIA FOR DEFINING
AND IDENTIFYING DETERIORATING AND DETERIORATED
AREAS AND DETERIORATING AND SUBSTANDARD
STRUCTURES IN THE CONTEST OF CENSUS BLOCK
GROUPS, AND FOR OTHER PURPOSES.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The purpose of this ordinance is to provide for
the health, safety, and general welfare and to conserve public
investment in the infrastructure of developed areas by
establishing a mechanism for timely detection of neighborhood
deterioration and a basis for planning and utilizing measures
available under federal, state or local laws and regulations to
prevent, eliminate, or abate conditions which cause or advance
deterioration in neighborhoods.
SECTION 2. A deteriorating area shall be defined, for
purposes of this ordinance, as any United States Census block
group within the City of Little Rock in which the median value of
owner occupied housing units as reported in any decennial census
is a smaller percentage of the median value of such residences for
the city as a whole than it was in the last previous or the
penultimate previous decennial census, and in which twenty -five
percent (25 %) or more of residential dwellings are deteriorating
structures as determined and certified by the Chief of
Environmental Codes.
SECTION 3. A deteriorated area shall be defined, for
purposes of this ordinance, as any United States Census block
group within the City of Little Rock in which twenty -five percent
(25 %) or more of residential dwellings are substandard structures
as determined and certified by the Chief of Environmental Codes.

SECTION 4. A deteriorating structure is a structure in
which need of maintenance is evident, but in which no condition or
combination of conditions constitutes a violation of the minimum
standards established by the Little Rock Housing Code.
SECTION S. A substandard structure is a structure in which
the condition of one or more component or system does not meet
minimum standards established by the Little Rock Housing Code.
