156891 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 ORDINANCE NO. 15,689 AN ORDINANCE AMENDING VARIOUS SECTIONS OF CHAPTER 22 OF THE LITTLE ROCK CODE OF ORDINANCES, PARKS, RECREATION AND CULTURAL AFFAIRS; DECLARING AN EMREGENCY. 190 NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: The following language shall be substituted for Section 22 -27. Commercial Activities: (a) It shall be unlawful for any person, firm or corporation to sell, peddle, rent, or otherwise distribute any article in city parks without first obtaining a permit from the Parks and Recreation Department of the City. (b) The sponsors of festivals or special events approved by the City and who have first obtained a permit may be granted exclusive right to determine the vendors authorized to participate in such events. (c) The City Manager shall be responsible for determining the cost of permit fees under this section. SECTION 2: Section 22 -46. Traffic. shall be amended by adding sub - section (h) to read as follows: (h) It shall be unlawful for any person to cross guard rails, fences or barriers or drive a vehicle across, or through barricades in city parks, including the Little Rock Zoo, which are placed there by the City for the health, safety and welfare of its citizens. 0'3 8 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 � 19i SECTION 3: DECLARING AN EMERGENCY. It is hereby found that numerous festivals and events are held in the City of Little Rock, particularly in the spring, and inasmuch as it is necessary to implement effective regulations for commercial activities and for traffic regulations in our parks, an emergency is therefore declared to exist, and this Ordinance shall be in full force and effect immediately from and after its passage.
