5 AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER
6 INTO A CONTRACT WITH BYLITES, INC. FOR THE RIVERFRONT
7 PARR AMPHITHEATRE DEDICATION; DISPENSING WITH THE
8 REQUIREMENT OF COMPETITIVE BIDDING AND DECLARING AN
9 EMERGENCY.

12 WHEREAS, a weekend celebration featuring Little Rock area
13 arts and humanities groups will mark the grand opening of the
14 Riverfront Amphitheater stage; and
15 WHEREAS, these activities are to be held between Friday,
16 May 5 and Sunday, May 7, 1989; and
17 WHEREAS, the event will require the light and sound
18 services of a firm which has had previous experience in dealing
19 with the particular engineering requirements located at the
20 Amphitheater.
21 NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
22 THE CITY OF LITTLE ROCK, ARKANSAS:
23 SECTION 1: The City Manager is authorized to enter into a
24 contract with Bylites, Inc. for an amount not to exceed $6,300.00
25 for technical services for lighting and sound during the weekend
26 dedication activities for the Riverfront Park Amphitheater stage.
27 SECTION 2: It is hereby determined that competitive
28 bidding should be waived and the contract awarded to a company
29 with technical expertise based on previous experience with the
30 Amphitheater facilities.
31 SECTION 3: Inasmuch as the event is to be held on Friday,
32 May 5 through May 7, 1989, the Board of Directors hereby
33 determines an emergency exists and that this ordinance shall be in
34 full force and effect from and after its passage.
