6 AN ORDINANCE AUTHORIZING THE CITY
7 MANAGER TO ENTER INTO A LETTER OF
8 AGREEMENT WITH THE GREATER LITTLE
9 ROCK CHAMBER OF COMMERCE TO PROMOTE
10 ECONOMIC DEVELOPMENT WITHIN THE
11 CITY, AUTHORIZING THE EXPENDITURE
12 OF $100,000 FROM THE INTEREST OF
13 THE ECONOMIC DEVELOPMENT MONIES TO
14 PURCHASE VARIOUS SERVICES FROM THE
15 CHAMBER PURSUANT TO THE LETTER OF
16 AGREEMENT, WAIVING COMPETITIVE
17 BIDDING, DECLARING AN EMERGENCY,
18 AND FOR OTHER PURPOSES.

20 WHEREAS, the City of Little Rock has an opportunity to
21 join with the Greater Little Rock Chamber of Commerce in an
22 cooperative effort to promote economic development within the
23 City; and
24 WHEREAS, entry into this agreement with the Chamber would
25 result in the City realizing the benefit of monies contributed
26 by the Doubleday Foundation and by Fifty For the Future; and
27 WHEREAS, absent this cooperative agreement with the
28 Chamber the City will not realize the benefit of these
29 additional monies which essentially triples the value of this
30 contract.
31 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
32 OF THE CITY OF LITTLE ROCK, ARKANSAS:
33 SECTION 1. The City Manager is authorized to enter into
34 the Letter of Agreement with the Greater Little Rock Chamber of
35 Commerce in substantially the form as that attached as Exhibit
36 "A" to this ordinance.

SECTION 2. Because the exceptional circumstances of this
agreement permits the City to realize the benefit of the
Doubleday monies and the monies from Fifty For the Future,
competitive bidding is deemed unfeasible and is therefore
waived.
SECTION 3. Emergency Clause. The promotion of economic
development is absolutely crucial to the City's continued
financial and economic well being. One way to increase
additional revenues for the City, which is presently
experiencing a revenue shortfall, without raising citizens'
taxes is to promote and attract industry and business that will
locate within the City thus increasing the revenue base through
various property and excise taxes. This increase in the revenue
base is essential to providing basic City services such as
emergency services, services for streets and roads, and others.
Further delay of the entry of this agreement would be
detrimental to the health, safety, and welfare of the citizens
of the City of Little Rock and, therefore, an emergency is
declared to exist and this ordinance will go into full force and
effect from the date of its passage.
SECTION 4. All ordinances in conflict with this ordinance
are hereby repealed to the extent of such conflict.

Re: Letter of Agreement for services on behalf of the
City of Little Rock's Economic Development Efforts
Dear Paul:
Please treat this letter as the agreement between the
City and the Chamber concerning services the Chamber will
provide to assist the City's economic development program. These
services will be provided in exchange for the City's payment of
$100,000. However, any payment by the City shall be matched by
the Chamber on a $2 for $1 basis in accordance with Section 6 of
Little Rock, Ark., Ord. (November 15, 1988). The
matching monies provided by the Chamber shall be spent on
economic development. * L5,•577
The term of this agreement, despite the date of its
execution, is January 1, 1989 to December 31, 1989. Entry into
this agreement does not require the City to participate in any
economic development effort the Chamber undertakes in 1990 or
beyond.
The services to be provided, and the amount of the City's
contribution, are as follows:
1. Economic development marketing video $ 30,000
2. Literature 60,000
5. Airport display 4,000
8. Prospect development missions 6,000
Total payment for services: $ 100,000
These figures represent a part of the money that the
Chamber will expend on these various activities. By hiring the
Chamber to perform these services, the City will avoid a
duplication of efforts and a waste of services and taxpayer's
money.
