157141 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 i ORDINANCE NO. 15,714 • AN ORDINANCE TO AMEND SECTION 5 -27 OF THE LITTLE ROCK CITY CODE, 1988, TO PROVIDE FOR THE INCLUSION OF TWO ADDITIONAL VOTING MEMBERS TO THE CITY OF LITTLE ROCK, ARKANSAS, EMERGENCY MEDICAL HEALTH CARE FACILITIES BOARD, DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES. WHEREAS, the present membership of the City of Little Rock, Arkansas, Emergency Medical Health Care Facilities Board includes five members appointed by the Little Rock Board of Directors, and this Board operates as the Board of Directors of the Little Rock Ambulance Authority; and WHEREAS, by Resolution 7,617 of the Little Rock Board of Directors, the City entered into an interlocal agreement with the City of North Little Rock for purposes of establishing an exclusive franchise for the operation of emergency advanced life support ambulance service, and ambulance transfer service, within the City of Little Rock and the City of North Little Rock; and WHEREAS, on June 26, 1989, the City of North Little Rock provided a $227,000 loan to the Little Rock Ambulance Authority to be used for the purchase of up to six advanced life support ambulances; and WHEREAS, Ark. Code Ann. § 14- 137 -108 (g) (Supp. 1988), provides that the entity creating a public facilities board may expand the membership to allow not more than two additional members per governmental unit if the jurisdiction of that board is expanded pursuant to the interlocal agreement, and that those 239 0'3$ • two additional members will be appointed by the Mayor of the newly participating municipality and shall serve a term not to exceed five years. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: The Little Rock City Code, 1988, is amended by adding a provision to Section 5 -27 that shall read as follows: The Mayor of the City of North Little Rock may appoint two members to serve on the Board who shall represent the interest of the City of North Little Rock. These members shall be residents of the City of North Little Rock and shall serve a term of five years provided an interlocal agreement concerning ambulances between Little Rock and North Little Rock is in effect. Neither of these members shall be eligible to serve as Chairman of the Board. SECTION 2: Emergency Clause. The ability to closely monitor and give guidance to the financial condition of the Little Rock Ambulance Authority is essential to assuring that it meets its mission of providing advanced life support ambulance service, and quality transfer ambulance service to the citizens of Little Rock and North Little Rock. Any concerns that may arise between members of the Board of Directors because of their inability to meaningfully vote their positions about the expenditure of monies from their localities only detracts from the ultimate mission of the Ambulance Authority and would, therefore, potentially endanger the health, safety, and welfare of the citizens of the City of Little Rock and North Little Rock in this vital area of emergency services.
