15707ORDINANCE NO. 15 zza ,707 AN ORDINANCE AUTHORIZING A CONTRACT WITH STEPPING STONE, INC. FOR SERVICES TO BE PROVIDED TO THE LITTLE ROCK POLICE DEPARTMENT AND THE LITTLE ROCK MUNICIPAL COURTS; APPROPRIATING $30,000.00 FROM THE CITY'S SPECIAL PROJECTS FUND; AND FOR OTHER PURPOSES. WHEREAS, S tOn ep , Inc. operates a n e mcrrcc nv 1 shelter for juveniles on a twenty -four (24) hour a day, seven (7) days a week basis as an alternative to incarceration by the Little Rock Police Department; and WHEREAS, these youth -at -risk are oftentimes runaways, homeless youth, or juvenile delinquents; and WHEREAS, this program along with the Home Attention program are viable alternatives to incarceration in the City's adult jail facilities and will thereby alleviate overcrowding and additional prisoner cost; and WHEREAS, Stepping Stone, Inc. also provides specialists who monitor the arrest and intake of juveniles in order to determine eligibility for the Home Attention Program; and WHEREAS, Stepping Stone, Inc. has also established a diversion program which offers alternative forms of sentencing by the Municipal Courts of the City of Little Rock; and WHEREAS, Stepping Stone, Inc. as an organization is unique in being able to provide these services on a twenty -four (24) hour a day, seven (7) day a week basis. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: The City Manager is authorized to enter into a contract for up to Thirty Thousand Dollars ($30,000.00) with Stepping Stone, Inc. to provide the services as identified above to the Little Rock Police Department and the Little Rock Municipal Courts. 0.38 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 229 SECTION 2: Inasmuch as Stepping Stone, Inc. is unique in being able to offer all these services on a twenty -four (24) hour a day, seven (7) day a week basis, competitive bidding is hereby waived. SECTION 3: The City Manager is further authorized to appropriate to Stepping Stone, Inc. the sum of $30,000.00 from the unappropriated balance of the City's special projects fund.
