ORDINANCE NO. 14.858 92
AN ORDINANCE VACATING AND CLOSING PORTIONS
OF GILNAN STREET, POTTER STREET, AND WEST
25TH STREET WITHIN AND ADJACENT TO BLOCK
14, PINE HILL SUBDIVISION OF THE CITY OF
LITTLE ROCK, ARKANSAS.
WHEREAS, the Board of Directors of the City of Little
Rock, Arkansas, has determined that portions of certain
streets and public rights -of -way situated adjacent to Block
14, Pine Hill Subdivision of the City of Little Rock,
Arkansas, as designated on the plot of said Addition now
appearing of record in Deed Book 292, Page 319 in the Office
of the Recorder of Pulaski County, Arkansas, have not been
used by the public as streets for a period of 42 years, and
are no longer necessary for the purposes for which they were
originally platted, dedicated or devoted, except for public
utility and drainage easement purposes, and therefore,
desires to vacate, close and abandon all of its rights,
title and interest therein, together with that of the
general public, pursuant to the power granted cities of the
first class by Section 19 -2304, Arkansas Statutes 1947.

NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. Pursuant to authority of Section 19 -2304,
Arkansas Statutes 1947, annotated, except as stated in
Section 2 below, the City of Little Rock, Arkansas, hereby
releases, vacates and abandons all its rights, together with
the rights of the public generally, in and to the streets
and rights -of -way designated as follows:
a) The 50 -foot wide right -of -way of Gilman Street from the
south right -of -way line of West 24th Street to the
south right -of -way line of West 25th Street.
b) The 25 foot wide right -of -way of Potter Street from
the south right -of -way line of West 24th Street to the
south right -of -way line of West 25th Street.
c) The 50 -foot wide right -of -way of West 25th Street from
the West right -of -way line of Potter Street to the east
right -of -way line of Gilman Street.
SECTION 2. The City specifically retains the right to
use, and allow others to use, the former street right -of -way
in its entirety as a public utility and drainage easement.
SECTION 3. Abutting owners of record, receiving title
to the abandoned right -of -way and easement shall at their
cost remove all vestiges of public use and access as may
exist; such modifications shall include, but are not limited
to the following:
A. The entrances on both ends of the abandoned right -
of -way and easement shall be offset and /or rebuilt
to conform to the standard driveway design as
required by Ordinance No. 12,501.
B. The edge of pavement of the right -of -way shall be
rebuilt to conform to existing conditions in the
general vicinity where the abandoned right -of -way
and easement intersects with the remaining public
right -of -way.

SECTION 4. A copy of this Ordinance, duly certified by
the City Clerk, shall be filed in the Office of the Recorder
of Pulaski County and recorded in the records of the County.
SECTION 5. This Ordinance shall take effect and be in
force from and after its passage and approval.
