AN ORDINANCE DISPENSING WITH THE REQUIREMENT
OF COMPETITIVE BIDDING AND AUTHORIZING THE
CITY MANAGER TO AWARD A CONTRACT FOR CONSULTANT
SERVICES TO UPGRADE THE CITY'S TRAFFIC CONTROL
COMPUTER.
WHEREAS, the Board of Directors may dispense with the
requirement of competitive bidding in exceptional situations
where such procedure is not feasible; and
WHEREAS, the City of Little Rock has a need to upgrade
the City's traffic control computer; and
WHEREAS, the company which provided the City its existing
hardware and software systems for its computer signal system is
no longer in business and has sold its software rights to Niart
Electrical and Consultants, Ltd.; and
WHEREAS, Niart Electrial and Consultants, Ltd, is the
sole source of software needed for the City's computer signal
system.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Board of Directors hereby finds that
competitive bidding should be dispensed with for the purchase of
consultant services to upgrade the City's traffic control
computer as an exceptional situation exists and competitive
bidding is not feasible.
SECTION 2. The City Manager is hereby authorized to
accept and award a contract to Niart Electrical and Consultants,
Ltd, for consultant services to upgrade the City's traffic
control computer on a time and material basis, not to exceed
$25,000.00, payable from the funds specified in the attached fact
sheet.

SU BJECT: Consultant Services to Upgrade the
City's Traffic Control Computer
BOARD ACTION RECOMMENDED: Adopt a resolution authorizing the City
Manager to enter into a "sole source" contract with Niart Electrical and
Consultants, Ltd., of Alberta, Canada, in an amount not to exceed funds
appropriated in the 1985 budget.
Since the City purchased its computer signal system in 1980, there have been
major advances in both hardware and software. Unfortunately, the company
which sold the city its existing hardware and software systems, pulled out of
the traffic signal business in 1981 and sold its software rights to Niart. There
are 13 cities with Honeywell traffic systems in the world, so the market for
software services is quite small.
The requested contract would be on a time and materials basis at an estimated
cost of $25,000.
