1502342s ORDINANCE NO. 15,023 AN ORDINANCE CONDEMNING SUBSTANDARD STRUCTURES LOCATED ON PROPERTY AT 1729 CANTRELL ROAD AS STRUCTURAL, FIRE AND HEALTH HAZARDS; DECLARING AN EMERGENCY AND DIRECTING THE CITY ATTORNEY TO TAKE SUCH ACTION AS IS NECESSARY TO RAZE AND REMOVE SAID SUBSTANDARD STRUCTURES. WHEREAS, the structures at 1729 Cantrell Road, Little Rock, Arkansas, have become dilapidated, partially destroyed by fire, unsightly, dangerous, obnoxious and detrimental to the public welfare of the citizens of Little Rock; and WHEREAS, the condition of this property has deteriorated to the point that the walls, floors, roof and ceiling have in many areas collapsed, and constitute a serious structural, fire and health hazard; and WHEREAS, immediate action is necessary to remedy this situation and said buildings should be razed either by the owner(s) or the City of Little Rock. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS, OF THE CITY OF LITTLE ROCK, ARKANSAS: M M = r M M M = M M M M M M Page 2 • • SECTION 1. The owner(s) of the following described property is hereby ordered to raze and remove said buildings immediately upon the effective date of this Ordinance. The Department of Public Works of the City of Little Rock will, immediately, attempt to notify the owner(s) of the property listed below of the passage of this Ordinance by certified mail. The property on which the buildings are located, by street address and legal description, is hereafter set forth with the name of the owner(s) of record, as follows: ADDRESS 1729 Cantrell LEGAL DESCRIPTION Worthen's Subdivision, Blocks 12, 14, 15, 16, 17, NE part of Block 18 and Block 21 South of Cantrell Rd. 423 Missouri Pacific Railroad c/o Missouri Improvement Co. 201 E. Markham, Suite 440 Little Rock, AR 72201 Wrape Forest Industries, Inc. c/o Richard L. Smith, Treasurer P. 0. Box 3644 Little Rock, AR 72203 SECTION 2. The condition of the buildings on the above described property is found to be a structural, fire and health hazard. SECTION 3. The City Attorney is hereby directed to immediately institute legal proceedings against such persons as may be necessary in order to enforce the provisions of this Ordinance and to remedy the unsightly and dangerous Page 3 430 conditions brought about as the result of the failure of the owner(s) thereof to keep up this property. SECTION 4. The legal proceedings authorized in Section 3 hereof shall provide that if the building is not razed and removed in a certain period to be allowed by the Court, the City of Little Rock be authorized to raze said property and have a lien upon real estate for the cost of removing said buildings. SECTION 5. Unless the provisions of this Ordinance are put into effect immediately, the public peace, health and safety of the citizens of Little Rock will be adversely affected; therefore, an emergency is hereby declared to exist, and this Ordinance shall be in full force and effect from and after its passage.
