15021M M M M 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 ORDINANCE NO. 15,021 424 AN ORDINANCE DISPENSING WITH THE REQUIREMENT FOR COMPETITIVE BIDDING AND AUTHORIZING RENEWAL OF THE MEDICAL COVERAGE, LIFE AND ACCIDENTAL DEATH AND DISMEMBERMENT INSURANCE FOR ALL CITY EMPLOYEES WITH PRUDENTIAL INSURANCE COMPANY OF AMERICA; AND DECLARING AN EMERGENCY. WHEREAS, the Board of Directors may dispense with the requirement of competitive bidding in exceptional situations where such procedure is not feasible; and WHEREAS, the City's medical coverage, life and accidental death and dismemberment insurance policy with the Prudential Insurance Company of America expired December 1, 1985; and WHEREAS, this policy has been in effect since November of 1980; and WHEREAS, service provided by Prudential Insurance Company of America has been excellent and the rates continue to be lower than any other company. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The Board of Directors hereby finds that competitive bidding should be dispensed with for the renewal of a contract for medical coverage, life and accidental death and dismemberment insurance for City employees as an exceptional situation exists and competitive bidding is not feasible. SECTION 2. Declaring an Emergency. It is hereby found and declared that the City Manager needs to renew the contract for medical coverage, life and accidental death and dismemberment insurance for City employees as the present policy expired December 1, 1985, and City employees will not have insurance in the event of medical needs, life and accidental death and dismemberment occurs unless the policy is renewed. Therefore, an emergency is declared to exist, and this ordinance is necessary to protect the public health, safety and welfare and shall be in full force and effect from and after its passage and approval.
