AN ORDINANCE WAIVING COMPETITIVE BIDDING; AUTHORIZING
THE CITY MANAGER TO AWARD A CONTRACT TO KETCHER AND
COMPANY TO RE -ROOF THE OLD CENTRAL FIRE STATION;
AND DECLARING AN EMERGENCY.

WHEREAS, an exceptional situation exists and competitive bidding
should be waived for re- roofing the Old Central Fire Station located
at Markham and Arch Streets; and
WHEREAS, the roof of the Old Central Fire Station has deteri-
orated to the extent that during an extended period of rain it
leaked so badly that some areas of the Personnel Department had
to be vacated.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Little Rock Board of Directors hereby declares
that an exceptional situation exists and competitive bidding is
hereby waived.
SECTION 2. The City Manager is hereby authorized to award a
contract to Ketcher and Company for re- roofing the Old Central
Fire Station, with the total price to be paid from funds available
in the City hall Renovation Project.
SECTION 3. An emergency is hereby declared to exist and this
Ordinance is necessary to protect the health and safety of the
citizens of the City of Little Rock.

DISCUSSION: The roof on the Old Central Fire Sta-
tion has deteriorated to the extent
that on Wednesday, October 30, 1983
during an extended period of rain it
leaked so badly that some areas in
the Personnel Department had to be
vacated. It is Purchasings recommend-
, ation that this be deemed an emergen-
cy situation and formal bidding be
waived. Three written quotations have
been received and Ketcher C Co. was
the lowest bidder. State law defines
an emergency situation as one in
which the circumstances of the emer-
gency can cause threats to life,
health or public property.
Formal bidding,requirements would
cause a delay of four weeks on this
project.'
