ORDINANCE NO. 14,666 170
AN ORDINANCE GRANTING A FRANCHISE
TO THE ARKANSAS EMERGENCY MEDICAL
HEALTH CARE FACILITIES BOARD KNOWN
AS LITTLE ROCK AMBULANCE AUTHORITY
AND DECLARING AN EMERGENCY.
WHEREAS, the City has received copies of petitions and
testimony from witnesses indicating that twenty three (23)
employees, ten (10) of whom were licensed paramedics, have
resigned from Medic -Vac Ambulance Company, and
WHEREAS, the City believes that Medi -Vac is currently
operating with only eight (8) employees, and
WHEREAS, Doctor Marvin Leibovich as Vice - President of the
Arkansas Emergency Physicians Foundation (AEPF, Inc.) and
speaking on their behalf has advised the Board of Directors of
the City of Little Rock that in his opinion the capacity of
Medi -Vac to provide a high level of emergency service is
inhibited to the extent that a clinical emergency exists, and
WHEREAS, the Board of Directors of the City of Little
Rock has received other testimony and evidence brought before it
and believes that the safety, health and welfare of the citizens
of the City of Little Rock requires immediate action.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Emergency Medical Health Care Facilities
Board known as the Little Rock Ambulance Authority is hereby
granted a franchise as an ambulance service operator in the City
of Little Rock for a period of ninety (90) days.
SECTION 2. Every ambulance operated by the Authority and
every individual working on any such ambulance shall first
receive written approval by the AEPF, Inc. The AEPF, Inc. shall
determine that all ambulances operated by the Authority and all
employees who work on these ambulances meet at least the minimum
requirements of state and local law. The Authority shall not
operate any ambulance nor allow any employee to work on an
ambulance without the written approval of the AEPF, Inc.

SECTION 3. The Authority shall attempt to obtain a
blanket insurance policy for the vehicles it operates in
accordance with the provisions of Ark. Stat. Ann. 912 -2903 or
shall otherwise satisfy the City Attorney that its obligations
under that statute are met.
SECTION 4. Declaring An Emergency. The provision of
adequate emergency medical ambulance service is of crucial
importance to the health, safety and welfare of the general
public. Based on the testimony of Dr. Leibovich and others, the
Board of Directors of the City of Little Rock hereby declares
that a legislative emergency exists and that this ordinance
should therefore take effect immediately.
