AN ORDINANCE DISPENSING WITH THE REQUIREMENT
OF COMPETITIVE BIDDING AND AUTHORIZING THE
CITY MANAGER TO AWARD A CONTRACT FOR
ENGINEERING SERVICES WITH PETERS AND ASSOCIATES.
WHEREAS, the Board of Directors may dispense with the
requirement of competitive bidding in exceptional situations
where such procedure is not feasible; and
WHEREAS, the City of Little Rock has a need for
engineering services in support of the 1984 Traffic Signal
Improvement Program; and
WHEREAS, Peters and Associates should be designated a
sole source for the consulting work needed to complete
engineering plans for improving traffic signals at various
locations in the City of Little Rock; and
WHEREAS, Mr. Peters is the only qualified traffic
consultant in Arkansas and the only engineer registered in

N Arkansas who is also a member of the Institute of Transportation
r Engineers; and

N WHEREAS, Mr. Peters is well acquainted with City design

standards, procedures, and has participated in several similar

staff /consultant projects in prior years.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
ao LITTLE ROCK, ARKANSAS:
00 SECTION 1. The Board of Directors hereby finds that
competitive bidding should be dispensed with for the contracting
for engineering services in support of the 1984 Traffic Signal
Improvement Program as an exceptional situation exists and
competitive bidding is not feasible.
SECTION 2. Peters and Associates is hereby designated
a sole source for the design of the 1984 Traffic Signal
Improvements.

SECTION 3. The City Manager is hereby authorized to
accept and award a contract to Peters and Associates for
engineering services in support of the 1984 Traffic Signal
Improvement Program at a cost not to exceed $19,000.00.
