ORDINANCE NO. 14,612
AN ORDINANCE DISPENSING WITH THE REQUIREMENT OF
COMPETITIVE BIDDING AND AUTHORIZING THE CITY
MANAGER TO AWARD CONTRACTS FOR DIGITAL VOICE
PRIVACY PORTABLE RADIOS AND COMPUTER COMPONENTS.
WHEREAS, the Board of Directors may dispense with the
requirement of competitive bidding in exceptional situations
where such procedure is not feasible; and
WHEREAS, the City of Little Rock has a need for digital
voice privacy portable radios and Motorola is the only source for
the radio; and
WHEREAS, Motorola has extended their bid price of May, 1983
to the City of Little Rock for additional radios; and
WHEREAS, the Sperry Corporation is the only source for used
computer boards due to the compatibility with the existing Sperry
system the City now has; and
WHEREAS, the products the Sperry Corporation has agreed to
sell the City are at a price substantially less than they would
cost if these products were purchased new; and
WHEREAS, these computer boards came out of working machines
so that the City will have minimal trouble with them; and
WHEREAS, the computer boards can be obtained for a price
below the lot price; and
WHEREAS, Sperry Corporation is rapidly destroying its
inventory and there is a need to purchase these items as soon as
possible.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. The Board of Directors hereby finds that
competitive bidding should be dispensed with for the purchase of
digital voice privacy portable radios and computer boards as
exceptional situations exist and competitive bidding is not
feasible.
SECTION 2. The City Manager is hereby authorized to accept
and award contracts to bidders as set forth in the attached fact
sheets and bid tabulations for various digital voice privacy

portable radios and computer boards not to exceed the budget,
payable from the funds specified in the fact sheets.

FROM: Susan B. Fleming, City Manager
SUBJECT: Purchase of Used Computer Boards
Samuel B. Trotter, Director of OMS, has successfully negotiated
an agreement with Sperry Corporation to obtain tape controllers
and memory boards at a price substantially less than they would
cost if we bought them new. All of these boards came out of
working machines so we should have minimal trouble with them.
We can obtain the boards listed below for a lot price of $25,000
payable with the order. These boards have a list price of
$125,000. As Sperry is rapidly destroying its inventory, I re-
commend we award a sole source contract to Sperry for these items.
Note that the items include tape controllers for which funds
were approved in the 1984 Capital Budget.
