ORDINANCE NO. 14,729
AN ORDINANCE REVOKING ALL TAXICAB PERMITS
ISSUED TO ROBERT ORLICEK; DECLARING AN
EMERGENCY.
WHEREAS, Ordinance No. 14,437 renewed the taxicab
operator's permit of Robert Orlicek until December, 1985; and
WHEREAS, Mr. Orlicek was granted a temporary driver's
permit by the Department of Human and General Services that was
to expire in February, 1984; and
WHEREAS, Mr. Orlicek's permits were suspended pending
the outcome of a felony charge; and
WHEREAS, Mr. Orlicek entered a plea of guilty to sexual
abuse, first degree, in Pulaski County Circuit Court, No.
CR83 -2513B on May 13, 1984; and
WHEREAS, this charge is considered a felony and Mr.
Orlicek received a fine and a six year suspended sentence based
on a negotiated plea; and
WHEREAS, the Department of Human and General Services
held an administrative hearing regarding Mr. Orlicek's permits
and as a result of that hearing recommended that Mr. Orlicek not
be allowed to operate and /or own a taxicab in the City of Little
Rock; and
WHEREAS, under the facts and circumstances it is not in
the best interest of the public's health, safety and welfare for
Mr. Orlicek to be allowed to own and /or operate a taxicab in the
City of Little Rock.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The taxicab operator's and driver's permits
of Mr. Robert Orlicek are hereby revoked.
SECTION 2. Declaring an Emergency. It is hereby found
and determined that there is an immediate and urgent need for the

protection of the public's peace, health, safety and welfare that
the permits of Mr. Orlicek be immediately revoked and that he
discontinue operation of his taxicab on the streets of the City
of Little Rock. Because of the facts and circumstances
surrounding the felony charge, the public will best be protected
by the immediate cessation of operation of a taxicab by Mr.
Orlicek. Therefore, an emergency is hereby declared to exist and
this Ordinance being necessary for the preservation and
advancement of the public peace, health, and safety shall be in
full force and effect from and after its passage.
