AN ORDINANCE ANNEXING
COMPLETELY SURROUNDED
LIMITS OF THE CITY OF
AN EMERGENCY: AND FOR

CERTAIN LANDS THAT ARE
BY THE INCORPORATED
LITTLE ROCK; DECLARING
OTHER PURPOSES.
WHEREAS, Act 314 of 1979 provides that unincorporated
islands of land that have been completely surrounded by the
incorporated limits of a municipality may be annexed by that
municipality; and
WHEREAS, the City of Little Rock desires to annex
certain lands more completely described below; and
WHEREAS, all necessary urban services, such as fire and
police protection, are to be extended to such area within a
reasonable period of time; and
WHEREAS, the area to be annexed complies with the
standards for lands qualifying for annexation which are set
forth in Ark. Stat. Ann. S. 19 -307.1 (Cum. Supp. 1977) and
Act 314; and
WHEREAS, a public hearing was held on September 7,
1982, regarding this proposed annexation; and
WHEREAS, on August 20, 1982, a legal notice was
published setting out the legal description of the territory
proposed to be annexed and all property owners within the
area were notified by certified mail of their right to
appear at the public hearing.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. That the following described unincorporated
area which is completely surrounded by the City Limits of
the City of Little Rock is hereby annexed to the City of
Little Rock.

(a) "JASON ROAD ISLAND"

A tract of land located in the SW 1/4 of the NE
1/4, Section 32, T -1 -N, R -12 -W, more particularly
described as follows:
Beginning at the Southwest corner of the SW 1/4
of the NE 1/4, Section 32; thence North along the
West line of said SW 1/4, NE 1/4, 1,319.0 feet
more or less, to the Southwest corner of the NW
1/4, NE 1/4; thence East along the South line, NW
1/4, SE 1/4, 1,320 feet more or less to the
Southwest corner of the NE 1/4, NE 1/4; thence
South along the west line of the SE 1/4, NE 1/4,
750 feet more or less, to a point; thence North
89° 42' 43" West, 629.07 feet to a point: thence
South 00 33' 36" West, 659.41 feet to a point on
the South line of said SW 1/4, NE 1/4; thence
West along said South line 690 feet more or less,
to the point of beginning. Tract contains 29.96
plus or minus acres and is to include all
adjacent and abutting streets and rights -of -way.
All of the above in Pulaski County, Arkansas.
(b) "ALDERSGATE ISLAND"
A tract of land located in the NW 1/4, SW 1/4
and the SE 1/4 of Section 10, T -1 -N, R -13 -W,
more particularly described as follows:
Beginning at the Northwest corner of Section 10;
thence east 2,450 feet more or less, along the
North line of Section 10, to a point 160 feet
West of the North /South centerline of Section 10;
thence South along a line 160 feet West of and
parallel to the North /South centerline of said
Section 10 to the Northwest corner, Lot 13, Block
5, Hicks Interurban Addition; thence East 150
feet more or less, to a point on the West line of
Section "G ", Twin Lakes Subdivision; thence
Southeasterly 2,030 feet more or less, along the
West line of said Section "G ", Twin Lakes
Subdivision; thence continue Southwesterly 1,740
feet more or less, along the West line of Section
"G" and Section "H ", Twin Lakes Subdivision;
thence South 210 feet more or less, along the
West line of Section "H ", Twin Lakes Subdivision,
to a point on the South line of said Section 10,
said point being 1,500 feet more or less, West of
The Southeast corner of Section 10; thence West
1,140 feet more or less, along said South line of
Section 10, said point being the Southeast corner
of the SE 1/4, SW 1/4, Section 10; thence north
00 00' 34" West, 1,308.76 feet; thence North 030
34' 57" West, 657.92 feet; thence North 040 04'
03" West, 568.54 feet to a point on the West
right -of -way line of Aldersgate Road; thence
North along said right -of -way line 2,577 feet
more or less, to a point, said point being the
Northeast corner of said SW 1/4, NW 1/4; thence
West 630 feet more or less, to a point; thence
North 00 39' East, 229 feet; thence South 89° 30'
West, 640 feet more or less, to a point on the
West line of said Section 10, East line of
Section 9; thence North 1,030 feet more or less,
along said West line of Section 10, East line of
Section 9, to the point of beginning. Tract
contains 214.70 plus or minus acres and is to
include all adjacent and abutting streets and
rights -of -way. All of the above in Pulaski
County, Arkansas.

SECTION 2. All necessary urban services, such as
police and fire protection, shall be extended to such area
within a reasonable time.
SECTION 3. Because these areas are in need of all
necessary urban services, such as police and fire
protection, and this is necessary for the public peace,
health, safety and welfare, an emergency is declared to
exist. Therefore, this ordinance shall be in full force
and effect from and after the date of the passage.
