14315ORDINANCE NO. 14,315 AN ORDINANCE ASSESSING THE VALUE OF BENEFITS TO BE RECEIVED BY THE OWNERS OF EACH OF THE SEVERAL BLOCKS, LOTS AND PARCELS OF LAND WITHIN WATER PIPE LINE IMPROVEMENT DISTRICT NO. 136 OF LITTLE ROCK, ARKANSAS. WHEREAS, a majority in value of the property holders own- ing real property adjoining the locality to be affected and situated in Water Pipe Line Improvement District No. 136 of Little Rock, Arkansas, organized for the purposes of con- structing within the district a water pipe line distribution system to serve the inhabitants of said district and con- structing a water pipe line beyond the boundaries of the district, if necessary, to make the desired connection with the water distribution system of Little Rock, Arkansas, have petitioned the Board of Directors of the City of Little Rock, Arkansas, for construction of said improvement and that the cost thereof shall be assessed upon the real property of said district according to the benefits received; and WHEREAS, said benefits received by each and every block, lot and parcel of real property situated in said district equal or exceed the local assessment thereof; and WHEREAS, the estimated cost of said improvement is $ 500,000.00 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That the several blocks, lots and parcels of real property situated in Water Pipe Line Improvement District No. 136 of Little Rock, Arkansas, be assessed according to the assessment list for said improvement dis- trict as the same now remains in the office of the City Clerk and that the assessment of benefits on each of said blocks, lots and parcels shall be collected by the Pulaski County Collector in successive annual installments of four percentum (4%) each, with the first annual installment to be collected on or before February 16, 1983 . 10 SECTION 2. The second and subsequent annual installments, each in the amount aforesaid, shall be paid with the first in- stallment of general taxes becoming due on the third Monday in February of each calendar year beginning in 198 4 until the whole of said assessment of benefits shall be paid; provided, however, such annual payments may, at the option of the tax- payer, be paid in installments along with the installments of the ad valorem taxes.
