144560 0 ORDINANCE NO. 14,456 AN ORDINANCE AUTHORIZING THE CITY OF LITTLE ROCK ACTING BY AND THROUGH THE LITTLE ROCK MUNICIPAL AIRPORT COMMISSION TO EXERCISE THE POWER OF EMINENT DOMAIN; DECLARING AN EMERGENCY. WHEREAS, the Little Rock Municipal Airport Commission has adopted a Master Plan for the development of the Little Rock Regional Airport; and WHEREAS, the property necessary for the implementation of this Master Plan lies outside the current boundaries of the Little Rock Regional Airport; and 300 WHEREAS, it may become necessary to condemn the property of owners who do not agree to sell their property to the City of Little Rock acting by and through the Little Rock Municipal Airport Commission and; WHEREAS, it is necessary to authorize the Little Rock Municipal Airport Commission to retain counsel and initiate legal proceedings on behalf of the City of Little Rock to exercise the power of eminent domain if it becomes necessary to do so with regard to certain of this property. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The Little Rock Municipal Airport Commission is authorized to act on behalf of the City of Little Rock to exercise the right of eminent domain on property adjacent to the Little Rock Regional Airport that is needed for expansion of the Airport pursuant to the Master Plan adopted by the Little Rock Municipal Airport Commission. The adjacent property in question is shown on the attached map, marked Exhibit A, and constitutes area 23 and tracts 24 -66. SECTION 2. The Little Rock Municipal Airport Commission is hereby authorized to retain legal counsel and institute legal proceedings in the name of the City of Little Rock against the owners of any property appearing on the attached map in order to implement the Master Plan. 009 1E ''f 301 SECTION 3. It has been found and is determined by the Board of Directors that existing space and facilities of the Little Rock Municipal Airport have become inadequate to serve the needs of the public; that there is urgent need for expansion and correction of deficiencies at the airport; and that the passage of this measure will provide the required remedy. Therefore, an emergency is declared to exist, and this ordinance, being necessary for the preservation of the public peace, health, and safety, shall take effect and be in force from the date of its approval.
