AN ORDINANCE AUTHORIZING THE CITY MANAGER TO
AWARD A CONTRACT FOR STREET AND SIGNAL
IMPROVEMENTS FOR THE VA HOSPITAL PROJECT: AND
APPROPRIATING ADDITIONAL FUNDS FROM THE 1977
CAPITAL IMPROVEMENT FUND INTEREST.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is hereby authorized to award
a contract to the Ben M. Hogan Company for street and signal
improvements to accommodate traffic associated with the new VA
Hospital project, in accordance with the terms set forth in the
attached memorandum.
SECTION 2. There is hereby appropriated from the 1977
Capital Improvement Fund interest the additional sum of
$73,552.00 for funding the work.

BOARD ACTION REQUIRED:
1. Appropriate $73,552.00 additional funds from the Bond.
Interest Fund for this project.
2. Award contract for street and signal improvements for
the V.A. Hospital project to the low bidder, Ben M.
Hogan Company.

This project will provide for street and signal improvements
needed to accommodate traffic associated with the new V.A.
Hospital to be completed this coming winter.
In. 1981, the Board appropriated $266,000.00 to this joint pro-
ject based upon preliminary cost estimates and an agreement
with Veteran's Administration which provided for a 2:1 split
in project costs between the V.A. and the City. The additional
funds'requested are due to much higher than expected costs in
right -of -way acquisition and slightly higher construction bid
prices.

Although only one bid was received on this project, the staff
feels that the City received a good valid bid. The total low
bid received was $636,865.82, which is about 9% higher than
the Engineer's Estimate. The V.A. concurs in this recommen-
dation and requests that the City proceed at once in order that
the street improvements can be completed close to the opening
of the new hospital.
