AN ORDINANCE RENEWING THE TAXICAB
OPERATOR PERMITS OF THE TAXICAB
OPERATORS IN THE CITY OF LITTLE ROCK
AND EXTENDING UNTIL JULY 15, 1983, THE
REQUIREMENTS OF ORDINANCE 14,43
RELATING TO COMMUNICATION SYSTEMS.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
Section 1. The taxicab operator permits of the taxicab

operators named below, who are in compliance with the provisions
of Ordinance No. 14,431, are hereby renewed for the period May 6,
1983, to and including December 31, 1985:
1. Black and White Cab Company
2. Capitol Cab Company
3. Kenneth Britt
4. Edgar Gatewood
5. Sam Harshaw
6. Elria Hooks
7. Thomas Houston
8. Aaron Isham
9. Avert Isham
10. Joseph LeVeque
11. Robert Orlicek
12. Jerry Palmer
13. Willie Scott
14. Rodell Taylor
15. Dewey Worthey
Section 2. Taxicab operators shall not be required to
comply with Section 2 III(d) of Ordinance No. 14,431 until July
15, 1983.
Section 3. It has been found and is declared that recent
changes in the City's system for the regulation of the taxicab
business have had the result that the taxicab operator permits of
the foregoing taxicab operators will expire on May 5, 1983; that
such permits must be renewed prior to that date in order for
these taxicab operators to remain in compliance with law an3 to
avoid confusion and uncertainty in the premises to the detriment
of the public and the taxicab operators concerned. It is also
found and declared that it will not be feasible for all taxicab

operators to equip taxicabs with approved communication systems
by the effective date of Ordinance No. 14,431 so that they should
be given until July 15, 1983, to comply with this requirement.
Therefore, an emergency is declared to exist, and this ordinance,
being necessary for the preservation of the public peace, health,
and safety, shall take effect and be in force from the date of
its approval.

of your failure to comply and given ample time to respond.
This letter is to notify you that your Independent Taxicab Operator
Permit will not be renewed and that you are not approved to operate
in the City of Little Rock.
