ORDINANCE NO. 14,403
AN ORDINANCE ADOPTING THE DOWNTOWN DEVELOPMENT PLAN
PREPARED BY THE HODGES FIRM, INC. AND THE OFFICE OF
COMPREHENSIVE PLANNING AS A POLICY GUIDE FOR LAND
USE AND DEVELOPMENT DECISIONS IN THE DOWNTOWN AND
FOR OTHER PURPOSES.
WHEREAS, the Hodges Firm and the Office of Comprehensive Planning have
prepared a Downtown Development Plan; and
WHEREAS, the Downtown Development Plan consists of three (3) reports,
Vol. I "Inventory and Analysis ", Vol. II, "Land Use Plan ", and Vol. III
"Implementation ", and
WHEREAS, a Downtown Planning Study Advisory Committee comprised of
businessmen and others having a financial, professional, regulatory, or other
interest in downtown Little Rock has participated in the planning process and
contributed its expertise to the end product, and
WHEREAS, initial findings of the Downtown Development Plan were presented
to both the Planning Commission and Board of Directors at a joint meeting held
March 11th, 1982, and
WHEREAS, the plan documents have been carefully scrutinized by the
Planning Commission and certain changes agreed upon as set forth in "the

Development Plan Revisions" submitted to the Planning Commission December 14, 1982
and January 11, 1983 in an Addendum, and
WHEREAS, a public hearing held December 14, 1982 for the purpose of
eliciting public reaction to the Plan revealed community support for the Plan,
and
WHEREAS, on January 11, 1983, the Planning Commission passed a resolution
formally endorsing the Downtown Little Rock Development Plan and urging its
adoption by the Board of Directors.
NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, Arkansas.
SECTION 1. The Board of Directors believes that a strong and healthy
downtown is vital to the future well -being of the City of Little Rock, and
further that the projects and implementation techniques recommended in the
Downtown Plan are both realistic and appropriate.

SECTION 2. The Board of Directors recognizes that the Plan recommends
creation of a new Downtown Organization which will establish a public - private
"partnership" to implement the Plan in future.
SECTION 3. The Board of Directors hereby accepts the "Downtown
Development Plan" as a policy guide for future land use and development
decisions Downtown.
SECTION 4. The Board of Directors hereby incorporates the text changes
recommended by the Downtown Planning Study Advisory Committee and the Planning
Commission and identified as "Revisions" into the adopted Plan.
SECTION 5. This Ordinance shall be in full force and effect from and
after its passage and approval.
