AN ORDINANCE AMENDING ORDINANCE NO. 14,431:
REDEFINING TERMS FOR THE REGULATION OF
THE TAXICAB BUSINESS IN LITTLE ROCK.
Be It Ordained By The Board of Director of The City of Little
Rock, Arkansas:
Section 1. Ordinance 14,431, Section 1, is hereby amended
to read as follows:
"Section 1. Definitions.
(a) Administrator. The term "administrator" means the
City Manager or his designated agent.
(b) City. The term "City" means the City of Little Rock.
(c) Driver. The term "driver" means the individual
driving a vehicle as a taxicab whether as owner or
agent or employee of the owner.
(d) Exclusive ride. The term "exclusive ride" means a
ride in which the passenger engaging the taxicab
restricts his ride solely to himself or to himself
and members of his party and the fare is charged at
the exclusive rate.
(e) Fleet Taxicab Operator. The term "fleet taxicab
operator" means a person operating two (2) or more
taxicabs.
(f) Fleet Taxicab Operator Permit. The term "fleet
taxicab operator permit" means permission granted
by the City to an operator to operate a taxicab
service employing two (2) or more taxicabs for a
period of two years and nine months from April 1,
1983, to an including December 31, 1985, and is
renewable under the provisions of this ordinance.
(g) Holder. The term "holder" means a person to whom
a taxicab operator permit has been issued.

(h) Independent Taxicab Operator. The term "independent
taxicab operator" means any person operating a single
taxicab.
(i) Independent Taxicab Operator Permit. The term
"independent taxicab operator permit" means
permission granted by the City before the
effective date of this ordinance to an operator
to operate a taxicab service employing a single
taxicab for a period of two years and nine months
from April 1, 1983, to and including December 31,
1985, and is renewable under the provisions of this
ordinance.
(j) Manifest. The term "manifest" means a daily record
prepared by the operator of all trips made by each
taxicab showing the time and place or origin and
destination for each passenger transported.
(k) Person. The word "person" shall extend and be applied
to firms, partnerships, associations, organizations
and bodies politic and corporate, or any combination
thereof, as well as to individuals.
(1) Rate Chart. The term "rate chart" means a card
approved by the City to be displayed in each
taxicab reflecting the rates of fare then enforced.
(m) Shall. The term "shall" is mandatory, not directory.
(n) Share ride. The term "share ride" means a ride shared
by two or more taxicab passengers not members of the
same party whose fares are discounted proportionately
to the number of passengers transported. Passengers
may be collected at the same or different points to be
taken to different destinations. A share ride is
limited to three pick -ups within a four block radius
of the most appropriate route to the first passenger's
destination.
(o) Taxicab. The term "taxicab" means a motor driven
vehicle having seating capacity for not more than
seven (7) passengers and used for the transportation
of passengers for hire from points of origin to
destinations as directed by the passengers.
(p) Taxicab Driver's Permit. The term "taxicab driver's
permit" means permission granted by the City to a
person to drive a taxicab in the City. The permits
are to be issued for a specific term not to exceed
one year.
(q) Taxicab Service. The term "taxicab service" means a
passenger transportation service operated for hire.
(r) Taximeter. The term "taximeter" means a device which
calculates and displays a fare.
(s) Taxi Zone. The term "taxi zone" means that curb space
along the public streets of the City designated by the
Director of Traffic for he exclusive parking of
taxicabs by the proper placement of signs or markers
reading "No Parking, Taxi Zone."
(t) Waiting Time. The term "waiting time" means the time
when a taxicab is not in motion and not engaged by a
passenger and the time consumed while standing at the
direction of a passenger or a person who has engaged
such taxicab."
