AN ORDINANCE ESTABLISHING LITTLE ROCK MUNICIPAL
IMPROVEMENT DISTRICT NO. 138 .
WHEREAS, parties claiming to be the owners of a majority in
assessed value of real property located within the territory
hereinafter described have filed a petition requesting that an
improvement district be established for the purposes hereinafter
set out; and
WHEREAS, all notices required by law have been duly given
and the Board of Directors of the City of Little Rock, Arkansas,
has heard all the parties desiring to be heard, and has
ascertained that said petition was signed by a majority in
assessed value of the owners of real property within said
territory;
NOW, THEREFORE, BE IT ORDAINED by the Board of Directors of
the City of Little Rock, Arkansas:
SECTION 1. There is hereby established an improvement
district embracing the following property, to -wit:
Part of the NE 1/4 NE 1/4 and Part of the SE
1/4 NE 1/4, Section 16, and Part of the
NW 1/4 NW 1/4 and Part of the SW 1/4 NW 1/4,
Section 15, T -1 -N, R -11 -W, Pulaski County,
Arkansas, described by metes and bounds as
follows: Commencing at the Northwest corner
of the S 1/2 NE 1/4 NE 1/4, Section 16,
T -1 -N, R -11 -W, Pulaski County, Arkansas;
thence run S 88 °56' E, 30 feet to the point
of beginning, which point is the Southwest
corner of Lot 84, Hermitage Home Sites
Addition to the City of Little Rock, Pulaski
County, Arkansas; thence continue S 88 056' E
along the South line of said addition,
1,719.7 feet to the Southeast corner of Lot
99 of said addition; thence S 10 °44'59" E,
202.81 feet to a point; thence S 22 157149" E,
174.5 feet to a point; thence S 26 051112" E,
133.07 feet to a point on the Northerly
right -of -way line of the East Belt Freeway;
thence Southwesterly and Northwesterly along
said Northerly right -of -way line the
following bearings and distances; S 48 °34'53"
W, 45.87 feet; S 53 °52'14" W, 276.26 feet;
S 61 036'16" W, 375.77 feet; S 72 143'43" W,
384.12 feet; S 86 °04'48" W, 304.37 feet;
S 89 041'44" W, 616.12 feet; N 1 °46'30" W,
178.16 feet; N 5 032'03" W, 190.57 feet and
N 89 013'12" W, 10.0 feet to a point on the

East right -of -way line of Fourche Dam Pike;
thence N 2 °01'44" E along the East
right -of -way line of Fourche Dam Pike, 653.23
feet to the point of beginning, containing
37.5231 acres, more or less.
for the following purposes:
(i) to construct a water pipeline distribution
system within the district to serve the inhabitants
thereof, together with the construction of a water
pipeline beyond the boundaries of the district, if
necessary, to connect with the water distribution
system of the City of Little Rock, Arkansas.
(ii) to construct a sewage collection system
within the district to dispose of the liquid and solid
waste of the area, together with the construction of a
sewer line outside the boundaries of said district, if
necessary, to connect with the sewer collection system
of the City of Little Rock, Arkansas.
(iii) to open, grade and pave, with curbing and
guttering, a street or streets within the district in
order to provide access to the property located therein
and to connect the same to the public thoroughfares of
the City of Little Rock, Arkansas.
(iv) to construct within the district a natural
gas pipeline distribution system to serve its
inhabitants and extend the same, if necessary, outside
the district's boundaries in order to connect with the
public utility system serving the City of Little Rock,
Arkansas;
said purposes to be accomplished in the manner and of the
materials that the commissioners of the district shall deem to
be in the best interests of the district, and the costs thereof
to be assessed upon the real property above described according
to the benefits received.
Said district shall be known as "Little Rock Municipal
Improvement District No. 138" and Norma S. Freeman,

Linda B. Flake and L. Dickson Flake, who are owners of real
property in said district, are hereby named commissioners and
shall compose the Board of Improvement for said district.
SECTION 2. This Ordinance shall take effect and be in force
from and after its passage.
