ORDINANCE NO. 14,194
AN ORDINANCE AMENDING SECTION 39 -161
OF THE CODE OF ORDINANCES OF THE CITY
OF LITTLE ROCK, ARKANSAS PERTAINING TO
THE FORM OF TRAFFIC CITATIONS; DECLARING
AN EMERGENCY; AND FOR OTHER PURPOSES.
BE IT ORDAINED by the Board of Directors of
the City of Little Rock, Arkansas:
Section 1. Section 39 -161 of the Code of
Ordinances of the City of Little Rock, Arkansas, is hereby
amended to read as follows:
A form of citation which provides information
as required under the general laws of the state shall be
deemed to be a lawful complaint.
Section 2. It is hereby found and determined
that there is an immediate and urgent need to clarify
the code section pertaining to the form of municipal
traffic citations and that the code section as it is
now written has been interpreted by certain courts to
require the form of citation to be a form other than that
required by state law. It is also hereby found and
determined that the clarifciation of the code section
pertaining to municipal traffic citations provided in
this Ordinance is necessary to the preservation of the
public peace, health and safety. Therefore, an emergency
is declared to exist and this Ordinance shall be in full
force and effect from and after its passage.
