AN ORDINANCE AUTHORIZING THE REVOCATION OF
INDEPENDENT TAXICAB OPERATOR PERMITS ISSUED
TO COY ANDREWS, FRANK JACKSON AND CLIFTON
PHILLIPS; AND FOR OTHER PURPOSES.
WHEREAS, Section 23- 2(III)(e) of the Code of Ordinances of

the City of Little Rock provides in part that before any taxicab
permit is issued for the operation of a taxicab, the owner shall
file with the City Manager or his designated agent a copy of a
policy of insurance issued by some good and solvent incorporated
insurance company licensed to do business in the State of Arkansas,
covering separately, or on a schedule attached to such policy each
taxicab to be operated under the direction of such owner; and
WHEREAS, Section 23- 2(III)(e) of the Code of Ordinances of
the City of Little Rock also provides in part that when the policy
required by that Section lapses, the taxicab permit granted to the
owner is automatically revoked as of the date the insurance ceases
to be in effect and it will thereafter be unlawful to operate such
taxicab upon the streets, public ways or alleys of the City of
Little Rock; and
WHEREAS, the Staff has held a public hearing on the status of
the independent taxicab operator permits issued to,Coy Andrews,
Frank Jackson and Clifton Phillips; and
WHEREAS, it has been found that Coy Andrews, Frank Jackson and
Clifton Phillips have been operating their independent taxicabs
without a policy of insurance as required by Section 23- 2(III)(e)
of the Code of Ordinances; and
WHEREAS, based on information presented and findings made at
the public hearing, the Staff has recommended the revocation of
independent taxicab operator permits issued to Coy Andrews, Frank
Jackson and Clifton Phillips.

NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The independent taxicab operator permits issued
to Coy Andrews, Frank Jackson and Clifton Phillips are hereby
revoked based on information presented and findings made at the
public hearing.
SECTION 2. This Ordinance shall be in full force and effect
from and after its passage and approval.
