A RESOLUTION AUTHORIZING THE CITY MANAGER
TO AWARD A CONTRACT FOR IMPROVEMENTS TO THE
UNIVERSITY AVENUE INTERSECTION IMPROVEMENT
PROJECT.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is hereby authorized to
award a contract for the University Avenue intersection
improvements to the low bidder, Construction Management and
Maintenance, Inc. for a total price not to exceed $670,292.

CONTRACT, PROJECT NO. P -151

BOARD ACTION RECOMMENDED: Adoption of a resolution
authorizing the City Manager to enter into a contract for
University Avenue intersection improvements as proposed by
the low bidder, Construction Management and Maintenance,
Inc. Contract cost is estimated at $670,292. Funds for
this project are available from 1988 and other Special
Project improvement funds which will be consolidated into
Account 499 -8676.
The proposed project is expected to benefit motorists in the
University Corridor through improvements of three major
categories:
1. Street Channelization and Realignment -- To
improve vehicle carrying capacity.
2. Traffic Signal Renovation -- To place electrical
facilities underground, and renovate old
equipment.
3. High Mast Lighting -- To replace median mounted
AP &L owned streetlights with side mounted City
owned high mast units.
These improvements will be performed along the University
Corridor extending from 12th Street to the new Park Plaza
and University Drive north of Markham Street. Construction
of the new signalized intersection at Park Plaza Drive is
included in the contract but funded 100 percent by private
sources (estimated cost $85,920 to be reimbursed).
It is expected that these improvements will have a major
impact on relieving traffic congestion at critical
intersections such as Markham Street, Capitol Avenue and
12th Street. Additional left turn lanes are being added for
critical movements at all three intersections.
In addition, removal of a majority of the median mounted
street lighting poles will greatly increase safety in the
corridor. A secondary effect will be to reduce repair
maintenance, as well as reduce monthly electrical costs for
the street lighting. All median mounted poles with the
exception of the portion at I -630 overpass will be removed.
