NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The City Manager is hereby authorized to accept bids and award a contract for the purchase of a compactor for the City Landfill as set forth in the attached fact sheets and bid tabulations, for a total price not to exceed the budget, payable from the funds specified in the fact sheets. SECTION 2. The City Manager is further authorized to transfer the necessary funds for the purchase of the compactor from the Public Works' Equipment Replacement and Maintenance Accounts. CITY CLERK JANE CZECH Y LOTT E SHACKE FORD MARK STODOLA, CITY ATTORNEY 78 2 -a� F- I B OF DIRECTORS COMMUNICAN 79 M E M O R A N D U M March 7, 1988 TO: Mayor anVBoof Directors FROM: Tom D Zf, ty Manager SUBJ: Purc L andfill Compactor BOARD ACTION RECOMMENDED: Approval of a resolution authorizing the City , Manager to purchase a Landfill Compactor from Rushing and Mason Company, Inc., at the low bid price of $232,796 and further authorizing the transfer of funds from Public Works Equipment Replacement and Maintenance Accounts to augment the 1988 budget funds to accommodate the purchase. DISCUSSION: The 1988 budget approved $310,000 for the purchase of a backup Landfill Compactor and a replacement Scraper for the City Landfill. Two events have modified our budget request. 1. A successful test of a Track Backhoe trenching operation was completed in late 1987. This procedure will extend the life of the Landfill by providing additional volume through trenching as well as providing badly needed cover material for use throughout the Landfill. We recommend the purchase of the Track Backhoe for approximately $146,000, rather than replace the scraper for the budgeted amount of $175,000. 2. A fire at the Landfill on December 28, 1987, severely damaged the City's large compactor; the estimate for repair is $93,000. I recommend that the Compactor be replaced rather than repaired. A large compactor is needed in order to satisfy State requirements and to permit us to get maximum life from the Landfill. Additional funds will be needed to purchase a large Compactor .rather than the small Compactor budgeted for this year. I have evaluated several options and recommend the following: 1. By this Board action, authorize purchase of a replacement large Compactor. An existing piece of equipment will act as backup for this Compactor. 2. Authorize the transfer of $69,000 from Public Works Equipment Replacement and Maintenance accounts to provide for needed funds to accommodate these purchases. 3. Authorize the staff to ask for competitive bids for a Track Backhoe, rather than a replacement Scraper. CITY OF LITTLE ROCK, ARKANSAS
