The Board of Directors of the City of Little Rock, Arkansas,
met in Special Session with Mayor Priest presiding. City Clerk
Robbie Hancock called the roll with the following Directors
present: Directors Roy, Lewellen and Dailey - total 3; Absent -
Directors Hollingsworth, Shackelford and Catlett - total 3.
With a quorum present, Mayor Priest declared the Board of
Directors in session and announced the purpose of the meeting was
to set a public hearing date to consider the issuance of up to
$25,000,000 in Industrial Development Revenue Bonds to accomplish
the financing for the new plant in the Little Rock Port area for
the R &G Sloane Manufacturing Company, Inc. The Notice of Special
Meeting was filed with City Clerk Robbie Hancock.
The first presentation was Resolution No. 8,737, entitled:
A RESOLUTION SETTING THE DATE FOR PUBLIC HEARING ON JULY 15,
1992, TO CONSIDER AN ORDINANCE AUTHORIZING THE ISSUANCE OF
INDUSTRIAL DEVELOPMENT REVENUE BONDS FOR R &G SLOANE MANUFACTURING
COMPANY, INC.
Mr. John Pryor, Director of Finance, explained the need for
setting the public hearing date to consider the issuance of
Industrial Development Revenue Bonds for the R &G Sloane
Manufacturing Company, Inc. so that construction of the new plant
can begin as soon as possible. Notice must be published at least
ten days prior to the date of the hearing.
(Director Catlett enrolled at 1:45 P.M.)
The Resolution was read in full, followed by a motion and second
by Directors Dailey and Lewellen, respectively, that the
Resolution be adopted. The Resolution was adopted by the
following vote: Ayes - Mayor Priest, Directors Roy, Lewellen and
Dailey - total 4; Noes - None; Abstentions - Director Catlett -
total 1; Absent - Directors Hollingsworth and Shackelford - total
2.
Consideration was then given to Resolution No. 8,738, with
the title being:
A RESOLUTION AUTHORIZING THE EXPENDITURE OF SUPPLEMENTAL
TITLE II -B JOB TRAINING PARTNERSHIP ACT (JTPA) FUNDS FOR THE
SUMMER YOUTH EMPLOYMENT PROGRAM. ($250,446)
Mr. Charles Mobley, Director of the Job Training Program,
explained the Resolution, stating that President George Bush
signed the Emergency Urban Aid package on June 22, 1992, and the
Little Rock Service Delivery Area's supplemental allocation is
$250,446. This Resolution will authorize the JTPA Department to
expend those funds to increase the number of participants in the
Summer Youth Employment Program. There was a complete reading of
the Resolution, followed by a motion by Director Lewellen for the
adoption of the Resolution. The motion was seconded by Director
Dailey and unanimously adopted by the Board Members present.

There being no further business to be presented, the Board
of Directors adjourned at 1:55 o'clock P.M. to meet again in
regular session on Tuesday, July 7, 1992, at 6:00 o'clock P.M.
