4 A RESOLUTION SUPPORTING THE LITTLE ROCK HOUSING
5 AUTHORITY'S APPLICATION FOR THE COMPREHENSIVE
6 IMPROVEMENT ASSISTANCE PROGRAM.

9 WHEREAS, the Housing Authority for the City of Little Rock
10 has developed a Comprehensive Improvement Assistance Program
11 (CIAP); and
12 WHEREAS, under the leadership of Paul H. Messenger,
13 Executive Director, an application for funding this program has
14 been filed with the United States Department of Housing and Urban
15 Development; and
16 WHEREAS, this application encompasses an ambitious action
17 program including both physical and management improvements; and
18 WHEREAS, these physical and management improvements include
19 not only top -to- bottom renovation of Booker Homes and
20 Hollingsworth Grove, but also include a rebuilding of the Housing
21 Authority's organization and its relationship to the resident
22 population which will necessarily include an understanding and an
23 ability to respond to the principles of sound property
24 management; and
25 WHEREAS, in this category the Little Rock Housing Authority
26 anticipates programs which will provide a professional direction
27 to resident orientation, a comprehensive attack on crime
28 problems, and a sound program of training and upgrading of the
29 skills of the Little Rock Housing Authority's staff; and
30 WHEREAS, the application also calls for a resident awareness
31 program targeting the issues of drug abuse, teen pregnancy and
32 school drop -outs with the residents of the Housing Authority
33 population; and
34 WHEREAS, the application encompasses providing maintenance
35 skills training for Housing Authority residents so that they may
36 become members of the work force either with the Housing
Authority or on the private market.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Little Rock Board of Directors
enthusiastically supports the Little Rock Housing Authority's
Comprehensive Improvement Assistance Program Preliminary
Application which if funded, will allow the Housing Authority to
realize its objectives in management, crime prevention and decent
housing.
SECTION 2. The Board.of Directors hereby authorizes a copy
of this Resolution to be sent to the Local Area Manager for the
United States Department of Housing and Urban Development.
