NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS

OF THE
CITY OF LITTLE ROCK, ARKANSAS:

SECTION 1. The City Manager is hereby authorized to

enter
into a contract with Rousseau /Fennell for the design
12
work
for the East Stage /Pavilion project.
13
SECTION 2. The amount of said contract shall be $36,000
14
from
funds previously appropriated.

BOARD ACTION RECOMMENDED: Approval of a resolution
authorizing the City Manager to enter into a contract with
Rousseau /Fennell Architects for the design of the Riverfront
Park East Stage /Pavilion.
BACKGROUND INFORMATION: The budget for the stage /pavilion
area is 0,000, with $340,000 budgeted for utilities,
lighting, parking, walks, plazas, sprinklers, grading, and
landscaping. The City formed a committee to select a firm
for consulting work on the stage /pavilion. Requests for
proposals were sent out in September 1986, and proposals
were submitted by 14 teams. These proposals were analyzed
and ranked by the committee.
Rousseau /Fennell was selected as the top- ranked firm, and
negotiations were held for architectural and specialized
consulting services for the stage, pavilion, lighting, and
sound. The committee has agreed with Rousseau /Fennell that
a fee of 10 percent of the $360,000 budget ($36,000) is
reasonable.
