RESOLUTION NO. 6,960
WHEREAS, the City of Little Rock has been directly involved
in the administration of manpower programs since 1974; and
WHEREAS, the City of Little Rock, unlike many of its
counterparts, has operated these programs in compliance with
Federal regulations and Congressional intents and
WHEREAS, previous program operations have demonstrated the
need for fiscal accountability and responsibility and the local
liability involved in program operation; and
WHEREAS, the Congress of the United States clearly provides
for flexibility on behalf of the Governor of the State to allow
for program delivery in urban areas in rural states by units of
local government with less than 200,000 population; and
WHEREAS, the City of Little Rock is the largest city in the
State of Arkansas with a population of 182,000 upon court approval
of annexations approved by the electorate, and the manpower
problems and solutions are different in urban and rural areas.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City of Little Rock urges the Governor of
the State of Arkansas to allow a smooth transition of service
delivery for its citizens, and its primary concern centers around
proven effective and efficient service delivery by continuing the
designation of the City of Little Rock as a service delivery area
under the Job Partnership Training Act of 1983.
SECTION 2. This Resolution shall be in full force and effect
from and after its adoption.
