A RESOLUTION ENDORSING THE USE OF "TRADITIONAL"
OR "HISTORIC" STYLE STREET LIGHTS AS PART OF THE
CROSS- STREET LIGHTING PROJECT ALONG I -630 AS IT
PASSES THROUGH THE MACARTHUR PARK HISTORIC DISTRICT,
AND FOR OTHER PURPOSES.
WHEREAS, the Memorandum of Agreement and the
Environmental Impact Statement governing the construction of
the Wilbur Mills Freeway (I -630) through the MacArthur Park
Historic District provided for the installation of new lighting
on the cross streets (Commerce, Rock, Cumberland, and Scott)
as part of the impact mitigation package; and
WHEREAS, these new street lights are to be installed
by the Arkansas Highway and Transportation Department, and to
be thereafter maintained by the City of Little Rock; and
WHEREAS, it would be desirable to reinforce the
historic character of the neighborhood by using "traditional"
style light fixtures similar to those used in some parts of
Little Rock in the early 20th century; and
WHEREAS, such light posts would enhance the physical
beauty of the Quapaw Quarter and,help assure its continuing
restoration and preservation; and
WHEREAS, the Little Rock Planning Commission and the
Capitol Zoning District Commission have endorsed the concept of
"traditional" style lighting for this project.

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City of Little Rock is in support
of the Quapaw Quarter Association's initiative to change the
light fixtures planned for the I -630 cross streets from tall,
modern -style units similar to those used on the freeway itself,

to "traditional" or "historic" style light posts like those still
outside the Albert Pike Hotel. These substitute street lights
should be equipped with mercury vapor or other high intensity lamps,
and should be reasonably resistant to vandalism and exposure to
the elements.
SECTION 2. The City of Little Rock's Public Works
Department will cooperate in any discussions which are necessary
to establish the technical specifications for the traditional
light fixtures to assure that they meet minimum requirements for
neighborhood street lighting.
SECTION 3. The Acting City Manager will forward a copy
of this resolution to the Director of the Arkansas Highway and
Transportation Department and to the State Historic Preservation
Officer.
SECTION 4. This resolution shall be in effect and full
force from the date of its approval.
