A RESOLUTION REQUESTING MISSOURI PACIFIC
RAILROAD TO CEASE STORING BOXCARS IN PARK
AREAS.
WHEREAS, the City Board of Directors has determined that a
system of parks, recreation areas, and open spaces is essential
to the community's health and welfare; and
WHEREAS, that system of parks includes Metropolitan Parks
which are designed to serve the entire community by attracting
tourists and meeting the citizens' leisure and recreational
needs; and
WHEREAS, Riverfront Park is a key Metropolitan Park in the
park system, and as such is a significant influence on the
community; and
WHEREAS, the park system, with particular emphasis on
Riverfront Park and other Metropolitan Parks, must be
attractively and aesthetically conceived, developed, and
maintained to provide the desired benefit to the community; and
WHEREAS, the community, through its Board of Directors did
authorize and spend to date over 2 million dollars to construct
Riverfront Park into an aesthetic showcase; and
WHEREAS, the current practice of leaving train box cars
along the track adjacent and parallel to the Riverfront Park and
other areas is visually unattractive and is a major distraction
to the park's aesthetics and appeal; and
WHEREAS, the City of Little Rock and the Little Rock Port
Authority recently granted an easement to Missouri Pacific
Railroad Company for a railroad right -of -way.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Board of Directors requests that Missouri
Pacific Railroad Company cease the storing of boxcars in the
vicinity of Riverfront Park and other park areas in order to help
maintain the parks' aesthetic appeal.
