RESOLUTION NO. 7,221 244
A RESOLUTION OF THE CITY BOARD OF DIRECTORS
TO THE PLANNING COMMISSION AND STAFF
DIRECTING THEM TO RESOLVE FLOODWAY AND MASTER
PARKS PLAN FLOODPLAIN ISSUES ON REZONING
CASES BEFORE THE CASES ARE FORWARDED TO THE
BOARD OF DIRECTORS FOR FINAL ACTION.
WHEREAS, flooding is a serious and continuing problem
for the City of Little Rock, and
WHEREAS, the City is called upon to approve zoning
changes involving potential development in flood prone
areas, and
WHEREAS, the City Board of Directors in Resolution
#7,071 of October 18, 1983, stated "rezoning of designated
floodway areas for commercial, industrial or multifamily use
shall be avoided unless such rezoning is deemed compatible
with the drainage function of such floodways," and
WHEREAS, the City Board of Directors in Resolution
#7,072 of October 18, 1983, stated "public purchase of
floodlands is hereby designated as a key component of the
community's floodplain management strategy," and
WHEREAS, the City has adopted the Master Parks Plan
Ordinance #14,517 which specifies the acquisition of certain
floodplain properties.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. The Board of Directors hereby directs the
Planning Commission and staff to resolve all floodway and
Master Parks Plan floodplain acquisition properties on
rezoning cases before the case is forwarded to the Board of
Directors for final action.
SECTION 2. Resolution of the floodway and floodplain
issues should be handled through dedication or through
acquisition.
