A RESOLUTION ADOPTING A STATEMENT OF POLICY
REGARDING USE OF MURRAY PARK AND RIVERFRONT
PARK FOR EVENTS INVOLVING THE SALE OF BEER.
WHEREAS, the Board of Directors by Resolution No. 6905
adopted a policy statement for beer sales for activities in
Murray Park; and
WHEREAS, after the move of Riverfest to Riverfront Park
other groups have sought to use the parks and may desire to sponsor
events in the parks involving the sale of beer; and
WHEREAS, the staff has recommended that the Board consider
adopting an amended formal policy for the use of Murray and
Riverfront Parks for events involving the sale of beer; and
WHEREAS, the staff has prepared a document setting forth a
new policy statement regarding the use of Murray and Riverfront
Parks for events involving the sale of beer.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. The Board of Directors of the City of Little
Rock hereby adopts the attached Exhibit A, which is the new policy
statement regarding the use of Murray and Riverfront Parks for
events involving the sale of beer.

USE OF MURRAY AND RIVERFRONT PARKS
FOR
EVENTS INVOLVING BEER SALES
Murray and River-front Parks are metropolitan-wide recreation
resources, allowing a variety of medium and large -scale ccmTunity
gatherings that meet the leisure needs of the carmunity.
It is the City's intent to support and facilitate outdoor
recreational use of these facilities by groups. It is also in the
public interest to ensure the safety, health, and welfare of the
individual through the use of the minimum conpliance standards of this
policy guideline. These standards apply to sponsored activities
involving beer sales.
SECTION 1. USE OF MURRAY PARK.
Murray Park, a park which is a part of the Park System of the
City of Little Rock, Arkansas, and which is located between the
Arkansas River and Rebsamen Park Road and west of Rebsamen Park Golf
Course, is a City park open to the general public. Provided, persons
who have reserved the use of a pavilion take precedence over other
members of the public who have not reserved the use of a pavilion.
All persons are eligible to reserve pavilions. Reservations are made
through the Parks and Recreation Department reception desk.
SECTION 2. USE OF RIVERFRONT PARK.
Riverfront Park is a part of the park system, and is located on
the Arkansas River in downtown Little Rock, and is open and available
to the general public. Reservations are made through the Parks and
Recreation Impartment reception desk.
SECTION 3. SALE OF BEER AND ALCCHOLIC BEVERAGES ON PARK PREMISES.
The sale of alcoholic beverages or any other type of intoxicating
beverages on the premises of Murray Park is prohibited. Sale of beer
and wine at River-front Park is allowed only by the City of Little Rock-
Parks Concession. Provided, however, non- profit organizations which
currently have certificates from the United States Internal Revenue
Service which certify the tax - exempt status of the non- profit

organization shall be allowed to sell beer on the premises of either
Riverfront or Murray Parks, when such organization evidences it has
obtained: (1) proper permits from the Alcoholic Beverage Control
Board of the State of Arkansas; (2) proper retail sales permit, if _
required; and (3) a proper permit from the City of Little Rock which
authorizes such organization to sell beer on park premises during
specified hours of the date, and during a stated period of time, and
a specific location within the park. Only those non- profit organizations
currently holding Internal Revenue Service Certification of non- profit
status are eligible to apply to the City of Little Rock to hold events
on park premises, at which on- premises sales of beer will be made.
A sale of beer shall be defined to include the giving away of beer.
Provided, bona fide clubs and other bona fide organizations with
bona fide memberships can handle its bear bar or dispensing of other
alcoholic beverages as a process of the organization, but no money
shall change hands for beer or alcoholic beverages on park premises.
Provided, an officer of the club or organization shall advise the
Director of the Parks and Recreation Department has such matter is
being handled at the park.
SECTION 4. PLAN SUBNffTTAL.
The sponsoring organization must prepare an operations plan
for review at least 30 days before the proposed activity date. The
purpose of this plan is to ensure that the safety, health, and
welfare needs of the visitor have been adequately considered and will
be provided for.
Each plan must contain the sponsoring group's nacre, address,
and a contact phone number. The group must also provide proposed
dates for the activity, purpose, and goal of the activity, and
estimated number of participants. In addition, each plan must
contain the following sub -plans that will be reviewed by various
agents or offices of city goverment.
A. Security /Crowd Control.
The plan must outline arrangements proposed for security
and control. This plan must be approved by the Little Rock
Police Chief or his designee. The decision of the Police

Chief is final. For large events, a security crnmand center
will be required to coordinate security operations - 6,000 or
greater attendance.
B. Health Plan.
This plan must outline proposed arrangements for waste systems.
(1) No food wastes are allowed to stand uncovered more than
four (4) hours.
(2) Sanitary wastes facilities must be provided for to
supplement existing systemu when these are not deemed
adequate. The number and placement of temporary
facilities should be described on the plan, also the
routine removal of wastes must be documented.
(3) During summer events, adequate provision for non-
alcoholic drinks must be provided for and detailed in
the plan to allow easy access when needed to avoid
dehydration.
(4) If the event is large enough (6,000 or more), a health
renter may be required to allow immediate access to
emergency health care equipment and personnel.
C. Requirements Plan.
The proposed plan must estimate needed support and facilities
that will be required fran the City to prepare for the
activity day. For example: additional power lines, traffic
barricades, etc. The organization(s) organizing and /or
putting on the event shall reimburse the City for its expenses
incurred; and shall put up guarantees for such reimbursement.
D. Cleanup Plan.
Arrangements for cleanup must be outlined in the plan for
closing day of the activity. It is the intent of this policy
that the facility be returned to pre - activity cleanliness
within 24 hours to assure that visitors can enjoy the park.
A cleanup deposit must be made with the City and will be
forfeited to the City if the cleanup is not effected in the
given time.

SECTION 5. CONCLUSION
While the City encourages the use of Murray and Riverfront Parks
for special activities, it recognizes its responsibility in safe-
guarding the rights of the individual visitor. 'These include the
right to expect a clean, safe, secure environment while visiting
Murray and/or Riverfront Parks during and after a special event.
These minimum guidelines should ensure both the success of an activity
and the rights of the park patron.
This plan is separate and distinct from the responsibility of
the sponsor to obtain a beer permit from the ABC Board and to observe
other state laws and regulations.
