A RESOLUTION REQUESTING THE ARKANSAS
GENERAL ASSEMBLY TO JOIN WITH THE
LITTLE ROCK BOARD OF DIRECTORS TO
INCREASE PAROLEE SUPERVISION, INCREASE
PAROLEE DATA BASE; AND FOR OTHER PURPOSES.

WHEREAS, in recent months in the City of Little Rock,
there have been several shootings by the Little Rock Police
Department which have ended in death; and
WHEREAS, those individuals shot were either parolees or
individuals suffering from mental problems; and
WHEREAS, there is an ever increasing number of felons
paroled in the City of Little Rock in particular, and
throughout the.State as well; and
WHEREAS, all available data indicates that this number
will continue to increase; and
WHEREAS, there is an ever increasing number of mental
patients who are being treated on an outpatient status; and
WHEREAS, the physical location of the State Hospital
and the VA Hospital in the City of Little Rock magnifies the
possibility of treating an even greater number of
individuals with mental problems on an outpatient basis; and
WHEREAS, the combination of the increased felons being
paroled in the City of Little Rock and the physical location
of the State and VA hospitals places a unique burden on the
Little Rock Police Department.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK.
SECTION 1. The Little Rock Board of Directors of the
City of Little Rock requests the Arkansas General Assembly
to join with them in an effort to:
(1) Increase the supervision of felons being paroled in
our City by adding additional parole officers or whatever is
deemed the most effective methods.

(2) Improve the data base on individuals being paroled
ensuring day -to -day access of crucial information such as
residence cf parolee, work status, etc., by providing the
necessary equipment and whatever is deemed necessary to
effectively provide this service.
(3) Require the State Hospitals to provide the Little
Rock Police Department, at no charge, specialized training
in the proper handling of the mentally ill during stressful
situations.
