7345M v M M RESOLUTION NO. 7,345 122 A RESOLUTION STATING THE INTENT OF THE LITTLE ROCK BOARD OF DIRECTORS TO REFRAIN FROM MAKING APPROPRIATIONS FOR OPERATING PURPOSES UNTIL THE ADOPTION OF THE 1986 BUDGET FOR THE CITY. WHEREAS, the City is facing reduction or elimination of federal funds received through the General Revenue Sharing Program, the FAU Street Program, the Urban Mass Transit Program, the Community Development Block Grant and Job Partnership Training Act Programs; WHEREAS, a specific level of state aid and corresponding state service mandates for coming years is uncertain; WHEREAS, county government is seeking to restructure the current system of local government financing; WHEREAS, the overall impact of the shifts in intergovernmental financing and service responsibilities will have a major impact on the City's financial conditions; and WHEREAS, the City of Little Rock Board of Directors wishes to preserve the fiscal integrity of the City. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. The Board will refrain from making any additional appropriations for operating expenditures until it adopts the budget for 1986. SECTION 2. The Board will make appropriations only for capital or one time items. SECTION 3. This resolution shall be in full force and effect from and after its adoption.
