A RESOLUTION REQUESTING THE ESTABLISHMENT OF
AN INTERNAL REVIEW COMMITTEE OF THE POLICE
DEPARTMENT IN INSTANCES WHERE DEADLY FORCE
HAS BEEN USED; REQUEST THE CIVIL SERVICE
COMMISSION TO PROPOSE RULES THAT WOULD ALLOW
COMMISSION REVIEW OF THE USE OF DEADLY FORCE;
AND FOR OTHER PURPOSES.
WHEREAS, the principle of civilian oversight of its
militia is well established in our society; and
WHEREAS, the first order of accountability and
responsibility lies within the Police Department itself; and
WHEREAS, a process for civilian review needs to be
formalized.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is directed to present an
internal review process by the Police Department in instances
where deadly force has been used.
SECTION 2. The Civil Service Commission is requested to
propose rules that would allow Commission review of the use of
deadly force either by its own initiative or at the request of
the City Board.
SECTION 3. This Resolution shall be in full force and
effect from and after its adoption and approval.
