A RESOLUTION ESTABLISHING A POLICY FOR
THE USE OF DEADLY FORCE.
M M M M
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The use of deadly force by a member of the
Little Rock Police Department against any individual is limited
to the following situations:
(1) To effect an arrest or to prevent the
escape from custody of an arrested person
whom the officer reasonably believes:
(a) has committed or attempted to
commit a felony which involved the use or
threatened use of deadly force; and
(b) the felon cannot otherwise be
apprehended; or
(2) To effect an arrest or to prevent the
escape from custody of an arrested person
whom the officer reasonably believes:
(a) has committed or attempted to
commit a felony; and
(b) would use deadly force if not
immediately apprehended; and
(c) the felon cannot otherwise be
apprehended; or
(3) To defend himself or a third person
from what the officer reasonably believes
to be the use or imminent use of deadly
force.
(4) No deadly force may be used against
an escaping misdemeanant.
