7500r r r r =4r M ewer �■ r r r 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 RESOLUTION NO. 7,500 A RESOLUTION OF BOARD INTENT FAVORING A COMPREHENSIVE NUCLEAR TEST BAN TREATY WHEREAS, the United States and the Soviet Union are signatories of the 1963 Limited Test Ban Treaty which obligates both nations to "seeking to achieve the discontinuance of all test explosions of nuclear weapons for all time;" and WHEREAS, the United States and the Soviet Union are signatories of the 1968 Nuclear Non - Proliferation Treaty wherein both nations promised to pursue nuclear disarmament in return for agreement by the non - nuclear signatories to forego development of nuclear weapons; and WHEREAS, the United States and the Soviet Union were able to conclude the Limited Test Ban treaty of 1963 within two months after President Kennedy announced that the U. S. would observe a moratorium on nuclear tests, and the Soviet Union followed suit; and WHEREAS, the Soviet Premier has announced that the Soviet 45a � Union will unilaterally forego all nuclear testing between August 6th and January 1, 1986, as an invitation to the United States to negotiate a Comprehensive Test Ban Treaty; and WHEREAS, it is the sense of this Board that halting testing of nuclear weapons by both countries is a crucial first step toward ending the arms race between the Soviet Union and the United States and that ending this arms race is a prerequisite to restoration of a healthy economy and improvement of the security of the citizens of Little Rock as well as the other citizens of both countries. 2 -�� M == r4r == r 1006M M M M M 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 NOW, THEREFORE, BE IT RESOLVED BY THE CITY BOARD OF DIRECTORS OF LITTLE ROCK THAT: SECTION 1. The Board urges President Reagan and the United States government: a. To agree to cease immediately the testing of all nuclear warheads, providing the Soviets do not resume such testing, and b. To enter into negotiations at once with the Soviet Union on a treaty banning the testing if all nuclear weapons by both countries for all time. SECTION 2. The Board orders that copies of this Resolution be forwarded to the United States President Ronald Reagan, Soviet Premier Mikhail Gorbachev, U.. S. Senators Dale Bumpers and David Pryor and United States Representative Tommy Robinson.
