A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT FOR PURCHASE OF TRAFFIC
COUNTERS AND EQUIPMENT FORM THE LOWEST ACCEPTABLE
BIDDER, TRANS - SYSTEMS, INC., AT A COST NOT TO
EXCEED $11,500.00.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is hereby authorized to
accept the lowest acceptable bid and award a contract as set
forth in the attached fact sheet and bid tabulation for a
contract to purchase traffic counters and equipment from
Trans - Systems, Inc., for a total price not to exceed $11,500.00.
SECTION 2. Funds have previously been appropriated from
Special Project Account No. 8,163 in the amount of $11,500.00.

SUBJECT: Bid No. 5221, Traffic Counters
BOARD ACTION RECOMMENDED: Adoption of a resolution
authorizing the City Manager to enter into a contract for
purchase of traffic counters and equipment from the lowest
acceptable bidder, Trans - Systems, Inc., at a cost not to
exceed budget (total purchase cost is estimated at
$11,500).
Bids submitted by Timelapse, Inc. for traffic counters were
also considered for purchase, but rejected. The Timelapse
equipment did not meet all required specifications. This
included the inability to perform traffic classification
studies, as well as inadequate documentation necessary for
repair and maintenance of the equipment by City staff.
In addition, equipment submitted by Trans - Systems, Inc. has
the capability of counting two movements instead of one,
which is not the case with Timelapse. The Trans - Systems
Inc. equipment, therefore, has twice the data gathering
capability of the Timelapse equipment.
Funds are available for this purchase as previously
appropriated per Special Project Account No. 8163.
