A RESOLUTION ESTABLISHING A MANPOWER POLICY
FOR LITTLE ROCK TO PROVIDE EMPLOYMENT
OPPORTUNITIES FOR ECONOMICALLY DISADVANTAGED
RESIDENTS OF THE CITY.

WHEREAS, the primary responsibility of the City
Government of Little Rock is to provide the basic services to its
citizens; and
WHEREAS, the continued delivery of those services
depends upon a sound economy to provide the tax base to support
those services; and
WHEREAS, the City Board of Directors has already
recognized that economic development is within the scope of
public purpose; and
WHEREAS, the goal of economic development is to create
new jobs; and
WHEREAS, the creation of new jobs through the
expenditure of public funds provides the opportunity to address
the problems of the structurally unemployed without mandat;ing to
the employer who is to be hired.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIjRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City of Little Rock hereby adopts) a
first source opportunity policy that applies to any person,
corporation, tenant of any development, or any other legal, entity
that benefits from a City assisted economic development asj
defined in Section II.
SECTION II. The City will encourage first source
employment practices for development projects which receicje the
following types of public participation:
A. Job Training Partnership Act Funds;

B. Industrial Revenue Bonds;
C. Urban Development Action Grants;
D. Community Development Block Grants;
E. Enterprise Zones; and
F. City contracts.
SECTION 3. The City recognizes the Employment Seccurity
Divison as a first source agency and will recognize additinal
community based job banks based upon the recommendation of the
City Manager.
SECTION 4. First source agencies shall provide
prospective employers adopting first source policies with
potential employees for filling new, entry - level,
non - professional job openings. The agency will provide qualified
applicants who:
A. Have been unemployed for not less than the
preceding six months; or
B. Are recipients of general assistance, AFDC,
or food stamps; or
C. Are members of households with a family income
level at or below the statewide level of poverty.
SECTION 5. Employers adopting first source policies
will be encouraged to:
A. Identify the entry -level jobs whose applicants
are to be sought from first source agencies;
B. Establish a reasonable time for accomplishing!
the goals of their policy within the timetable
of their respective projects; and
C. Monitor the results of the policy to encouragle
other employer and employee participation.
SECTION 6. This policy shall have full force an4 effect
on November 5, 1985.
