M M M M M M —BO * OF February 4, 1986 OUT FROM: SUBJECT: M M DIRECTORS M M � COMMUNICATI# — M M M M EXHIBIT A - Resolution #7,551 M E M O R A N D U M Mayor and Board of Directors Charles Nickerson, Acting City Manager a Sale of Surplus City Property U BOARD ACTION RECOMMENDED: Adoption of a resolution authoriz- ing the Mayor and City Clerk to execute a deed on three acres more or less at 30th and Broadway, being a part of the NW 1/4, SW 1/4, NE 1/4, Section 15, T -1 -N, R -12 -W in Little Rock, Pulaski County Arkansas, to the "Total Outreach for Christ Ministries, Inc." BACKGROUND: 1. The latest advertisement of the property was from October 22, 1985 to October 26, 1985, with the bid opening on November 27, 1985. 2. The buyers have offered $18,450.00 for this property. 3. Staff feels that the offer is very near the market value of the parcel, which is $21,000.00. 4. The buyers plan to build a Christan Community Center which will provide counseling for families and youths and teach trades and /or skills. 5. A community meeting was held on Thursday, January 23, 1986, to discuss the placement of the proposed facility in the impacted area. Only one person objected to building the facility there. 6. Billboard signs will be prohibited and plans must be approved by city staff before the property is conveyed. 7. The property is zoned R -4 Residential. 8. The pastor of the church is Robert E.
