7697M M M M RESOLUTION NO. 7,697 464 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS, REJECTING ANY PROPOSAL BY THE STATE LEGISLATURE TO ESTABLISH A FLOOR, OR MINIMUM DOLLAR AMOUNT OF SALES TAX REVENUE TO BE ESTABLISHED FOR PULASKI COUNTY GOVERNMENT AT THE EXPENSE OF INCORPORATED MUNICIPALITIES WITHIN THE COUNTY BOUNDARIES. WHEREAS, the City of Little Rock is experiencing greater budgeting challenges because of Federal cutbacks such as the elimination of Federal Revenue Sharing and reduction in Community Development Block Grant programming; and WHEREAS, the continued adherence to the Gramm- Rudman- Hollings Bill will result in further Federal reductions to local municipalities; and WHEREAS, Little Rock will face the need for increased expenditures in operating, capital and outside agency support in the future; and WHEREAS, a recent State Supreme Court determination has resulted in the elimination of the use portion of the local sales and use tax; and WHEREAS, it is imperative for the City of Little Rock, therefore, to protect the remainder of its revenue sources in order for the City to continue its high level of services to its residents. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That the Board of Directors of the City of Little Rock rejects any proposal by the State Legislature to establish a floor, or minimum dollar amount of sales tax revenue, to be established for Pulaski County government at the expense of incorporated municipalities within the County boundaries. SECTION 2. That the Board of Directors hereby directs the City Manager to inform all Pulaski County legislators of this Resolution. SECTION 3.
