RESOLUTION NO. 7655
A RESOLUTION ESTABLISHING LONG -RANGE
CAPITAL IMPROVEMENT GOALS AND
IDENTIFYING CAPITAL NEEDS FOR THE
NEXT TEN YEARS.

WHEREAS, the City of Little Rock has an increasing
number of capital needs; and
WHEREAS, the City wishes
planning and policy structure
the next ten years; and
to focus on and develop a
to address those needs over
WHEREAS, policy goals and specific work objectives have
been identified to guide the City's efforts to meeting these
capital needs; and
WHEREAS, these goals include the following:
(1) Provide for adequate public facilities for future
needs including administrative offices, police
station and precincts, library facilities, fire
stations and community facilities such as senior
citizen centers, parks, community centers and
emergency services and locate these facilities in
such a way as to be convenient and accessible to
all members of the community.
(2) Actively participate in the development of
legislation that affects local government
activities. Amend existing legislation that
hinders growth and economic prosperity and draft
proposals that will encourage public and private
participation in the future development of our
community.
(3) Encourage governmental bodies and public agencies
to contract for services among themselves or with
the private sector whenever possible to enhance
efficiency and eliminate duplication of services.
(4) Prepare a comprehensive plan for the total area of
Little Rock's planning jurisdiction to guide
development and to provide a better basis for
public and private decision - making. Neighborhood
or district plans should be updated and new plans
should be prepared for areas of the City where
there are presently no plans. Particular

attention should be given to the Central Business 365
District where existing regulations do not relate
to desired development. The program would include
significant citizen involvement to ensure that the
comprehensive plan reflects the goals and
objectives of the citizens. The comprehensive
plan would provide an overall vision of the
community needed to evaluate projects and identify
their effects, thereby directing growth to
identified areas and creating new opportunities
for land development.
(5) Encourage Little Rock's continued quality growth
by providing an orderly, efficient and attractive
growth pattern, protecting environmentally
sensitive or unique natural features, conserving
limited resources and enhancing the quality of
life within the community.
(6) Develop financial mechanisms sufficient to ensure
that needed public facilities will be provided to
accommodate projected growth and development
procedures and techniques to assist in the
equitable distribution of the cost of urbanization
among developers of property, the City and
residents of the area.
(7) Achieve orderly annexation by various means
including utilizing municipal water and sewer
facility extensions as a management tool and an
incentive to annexation.
(8) Promote in fill residential, commercial and
industrial development in older areas of the City
where structures have deteriorated or land remains
undeveloped.
(9) Encourage the coordination of the location of
future school facilities and assist in the
acquisition or reservation of sites by respective
districts in association with major development
projects.
(10) Promote the central City as the main focal point
of our community design and develop it as an area
for commerce, finance, professions, conventions,
government, education, culture, recreation and
residential use serviced by quality transportation
facilities and appropriate parking.

(11) Encourage the development and redevelopment of 366
neighborhoods to foster a sense of belonging by
providing parks, youth facilities, quality schools
at all levels and other factors that contribute to
the pride of the community and develop streets and
other physical improvements in ways which
strengthen the neighborhoods.
(12) Participate in joint public /private projects that
will encourage real growth and create
opportunities for the quality development of
inner city and suburban areas, thereby stimulating
the expansion of existing business as well as the
attraction of new business and the overall
strengthening of the City's total economic base.
(13) Strengthen and promote the convention and tourist
industries as year -round attractions and support
expansions and marketing of facilities and
programs.
(14) Establish a program to review the existing street
inventory to identify substandard residential,
collector, minor arterial and principal arterial
streets and prepare a cost analysis, funding
mechanism and schedule for the timely completion
of needed improvements.
(15) Provide an efficient and popular 24 -hour mass
transit system for the entire Little Rock area,
including commuter service, cross town routes,
improved service for the aged and handicapped,
routes to employment centers and suburbs and
increased accessibility.
(16) Provide the expansion and maintenance of the
City's airport, river port and rail transportation
systems.
(17) Establish a systematic traffic circulation pattern
and optimum pedestrian environment for the Central
Business District.
(18) Promote and develop mutually beneficial and
economically efficient multiple agency community
facilities adjacent to and in conjunction with
parkland improvements in the spirit of the
University Park complex.
(19) Establish networks of open space "green fingers"
that are multipurpose linear corridors that may
serve as transportation routes, utility

rights -of -way, drainage courses and land use 367
buffers as well as parkland for trails and parks.
(20) To provide a variety of activities and passive
recreation opportunities that meet the needs of an
increasingly diverse and growing population in
Little Rock with interest in traditional sports,
new sports, organized activities, social
interactions, cultural attractions and passive
settings.
(21) To preserve scenic features and protect the
fragile natural environmental systems that
contribute to the spirit and natural beauty of
central Arkansas, such as parkways, creekways,
hillside overlooks, floodplains and riverfronts.
(22) To provide and maintain an equitable balance of
well distributed neighborhood, community and
metropolitan parks throughout the City that meet
the citizens' needs for accessible passive and
active leisure opportunities.
(23) To enrich the lives of the citizens through the
encouragement of the constructive use of leisure
and provisions of outlets for the expression of
normal human interest in art, dance, drama, music,
sports and social interaction.
(24) To create scenic impacts that are highly visible
and to provide a maximum benefit for the
investment.
(25) To assist in the development of integrated,
efficient and well maintained roadway
transportation system for Little Rock and the
surrounding area.
(26) Conduct a stormwater management program to reduce
property damage from flooding.
(27) Create a positive image and sense of trust and
confidence through a proactive response with
police and citizens in solving community needs.
(28) Maintain humane, secure and sanitary facilities
for all persons confined in the detention center
by arrest or judgment of the municipal court.
Maintain jail environment to be in compliance with
state and federal minimum jail standards.

(29) Maintain the Class III fire rating while extending 368
present level of services into growth areas of the
City.
(30) Provide expanded training opportunities to a
widely dispersed group of firefighters.
(31) To provide an efficient mechanism for maintaining
first responder programs in all life- threatening
emergency situations.
(32) Increase the longevity of City -owned buildings and
equipment through preventative maintenance and
replacement cycle.
(33) Provide housing opportunities to low and moderate
income persons.
(34) Provide emergency communications based on the
needs of City departments and the public.
(35) Support all City departments by providing computer
systems that maximize operational efficiency, meet
user specifications and provide management needs
in expediting City services.
(36) To support the enhancement of our universities
through public and private partnerships as
components of a comprehensive economic
development program.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS, that the
following list of capital projects be established as the
City's capital improvements priorities to be accomplished
over the next 10 years:
