RESOLUTION NO. 11,795
A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
EXECUTE A CONTRACT WITH J -QUAD & ASSOCIATES, INC. FOR
THE DEVELOPMENT OF A FIVE -YEAR CONSOLIDATED PLAN
AND UPDATE TO THE ANALYSIS OF IMPEDIMENTS TO FAIR
HOUSING; AND FOR OTHER PURPOSES.
WHEREAS, as an entitlement city receiving funds through the Department of
Housing & Urban Development, the City of Little Rock is required to develop and
submit to HUD a Consolidated Plan and Impediment Analysis Update every five (5)
years, and
WHEREAS, J -Quad & Associates, Inc., of Dallas, Texas, has responded to a
Request for Proposal issued for the development of the Five Year Consolidated Plan
and Update to the Analysis of Impediments to Fair Housing, and
funds,
WHEREAS, this project is an eligible use of CDBG administrative and planning
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The City Manager is hereby authorized and directed to execute a
contract with J -Quad & Associates, Inc. in the amount of Fifty-five Thousand Dollars
($55,000.00) for the development of a Five Year Consolidated Plan and Update to the
Analysis of Impediments to Fair Housing as required by the Department of Housing &
Urban Development.
Section 2. The amount of Fifty-five Thousand Dollars ($55,000.00) is authorized
to be paid from Community Development Block Grant Program funds.

1 Section 3. Severability. In the event any title, section, paragraph, item, sentence,
2 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
3 unconstitutional, such declaration or adjudication shall not affect the remaining
4 portions of the resolution which shall remain in full force and effect as if the portion so
5 declared or adjudged invalid or unconstitutional was not originally a part of the
6 resolution.
7 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that
8 are inconsistent with the provisions of this resolution, are hereby repealed to the extent
9 of such inconsistency.
