3 A RESOLUTION TO AWARD A CONTRACT TO GASKIN HILL
4 NORCROSS IN THE AMOUNT OF $111,250 TO PROVIDE
5 ARCHITECTURAL AND ENGINEERING SERVICES FOR THE
6 CONVERSION OF THE LION HOUSE TO AN AFRICAN -
7 THEMED RESTAURANT; AUTHORIZING THE CITY
s MANAGER TO ENTER INTO A CONTRACT WITH GASKIN
9 HILL NORCROSS FOR SUCH SERVICES; AND FOR OTHER
10 PURPOSES.
12 WHEREAS, on November 4, 2003, the citizens of the City of Little Rock voted
13 overwhelmingly to approve a Seventy Million, Six Hundred Thirty-Five Thousand
14 Dollar ($70,635,000) Limited Obligation Capital Improvement Bond Issue (Series 2004)
15 bond issue, and
16 WHEREAS, the ballot listed projects to be funded with proceeds of the bonds to
17 be issued, which included the conversion of the Lion House at the Zoo into an African-
Is themed restaurant, and
19 WHEREAS, a Request for Qualifications through Bid #03301 was issued for
20 architectural and engineering services for Zoo bond projects and Gaskin Hill Norcross
21 ( "Architect ") was selected as the most qualified to perform such services for the Lion
22 House conversion, and
23 WHEREAS, Architect represents that it is capable of and desirous of performing
24 the needed services.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The Board of Directors hereby awards a contract to Gaskin Hill
Norcross in an amount not to exceed $111,250, to provide architectural and engineering
services for the conversion of the Lion House into an African- themed restaurant at the
Little Rock Zoo. The City Manager is authorized to execute a contract with Gaskin Hill
Norcross for these services, upon approval by the City Attorney of the contract form.
Funds for this contract have been appropriated in Zoo Bond Account #317 - 235 -LHOI.
Section 2. Severability. In the event any title, section, paragraph, item, sentence,
clause, phrase, or word of this resolution is declared or adjudged to be invalid or
unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the resolution, which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional were not originally a part of the
resolution.
Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters
inconsistent with this resolution are hereby repealed to the extent of such inconsistency.
