3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 ENTER INTO CONTRACT WITH LITTLE ROCK BOYS AND
5 GIRLS CLUB TO PROVIDE YOUTH NEIGHBORHOOD-
6 BASED OUT -OF= SCHOOL PROGRAMS IN THE CENTRAL
7 TARGET NEIGHBORHOOD; AND FOR OTHER PURPOSES.

9 WHEREAS, the City of Little Rock is committed to providing prevention,
10 intervention, and youth development programs and services to enhance public safety
11 and community- building, and
12 WHEREAS, the City advertised a formal Bid No. 03 -296 to solicit proposals for
13 neighborhood- based, out -of- school youth programs and services for Little Rock youth,
14 and
15 WHEREAS, the City was divided into neighborhood service areas with a
16 specified number of providers for each area based upon youth population, and
17 WHEREAS, a review committee met and reviewed the proposals submitted,
18 determined the lowest responsible and responsive bidder, and recommends the
19 organization listed below for a contract award.
20 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
21 THE CITY OF LITTLE ROCK, ARKANSAS:
22 Section 1. The City Manager is authorized to enter into a contract with the
23 following organizations for youth initiative project services:
24 1. Little Rock Boys & Girls Club- Thrasher Unit - Central $ 43,415.00

I Section 2. Funds for this program are from FUTURE - Little Rock tax revenue
2 specified for prevention, intervention, and treatment programs, account number 105-
3 035 -T214.
4 Section 3. The term of the contract is for February 11, 2004, to December 31,
5 2004, and may be extended for two additional one -year terms upon appropriation,
6 satisfactory performance and mutual agreement of the parties.
7 Section 4. Severability. In the event any portion of this resolution is declared or
8 adjudged to be invalid or unconstitutional, such declaration or adjudication shall not
9 affect the remaining portions of this resolution, which shall remain in full force and
10 effect as if the portion so declared or adjudged invalid or unconstitutional was not
11 originally a part of this resolution.
12 Section 5. Repealer. All resolutions, and parts thereof, which are in conflict with
13 any provision of this resolution are hereby repealed to the extent of such conflict.
