FRANCIS 4 HOUSE IN THE AMOUNT OF $93,588 TO PROVIDE A s DAYTIME CENTER FOR HOMELESS AND TRANSIENT 6 ADULTS; AUTHORIZING THE CITY MANAGER TO ENTER 7 INTO A CONTRACT WITH ST. FRANCIS HOUSE FOR SUCH 8 SERVICES; AND FOR OTHER PURPOSES. 0 to WHEREAS, the City of Little Rock (the "City") is committed to creating a safer, 11 healthier downtown community by addressing the real needs of homeless and transient 12 adults and the services they require, and 13 WHEREAS, the City desires to respond positively and effectively to the needs of 14 homeless and transient adults by providing a safe place to rest during the daytime 15 hours, an assessment of individual needs, and an efficient way to deliver the services 16 required; and 17 WHEREAS, the City desires to obtain better data on the numbers of homeless 18 and transient adults in the City and their needs; and 19 WHEREAS, the City issued a competitive bid, #03 -294, for a daytime center for 20 homeless and transient services; and 21 WHEREAS, St. Francis House, Inc. was determined to be the lowest responsible 22 bidder, bidding $93,588 to provide such services and is recommended to the Board of 23 Directors for a contract award. 24 H [PAGE 1 OF 31 Resolution Award a Contract to St. Francs House 0 0 1 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 2 THE CITY OF LITTLE ROCK, ARKANSAS: 3 Section 1. The Board of Directors hereby awards a contract to St. Francis House, 4 Inc., in an amount not to exceed $93,588, to provide a daytime center for homeless and 5 transient adult services. The City Manager is authorized to execute a contract with St. 6 Francis house for these services, upon approval by the City Attorney of the contract 7 form. Funds for this contract have been appropriated in General Fund Special Project 8 Account ti105- 030 -T193. 9 Section 2. Findings. The Board finds that it would benefit the City to: 1) obtain a to better understanding of the extent of the homeless and transient adult population in the 11 City; 2) provide a location where this population may become part of the community 12 and receive critical services relating to their health and welfare; and 3) increase the 13 efficiency of service delivery to lower the number of homeless and transient adults who 14 simply travel from business to business, and church to church, asking for assistance. 15 Section 3. Severability. In the event any title, section, paragraph, item, sentence, 16 clause, phrase, or word of this resolution is declared or adjudged to be invalid or 17 unconstitutional, such declaration or adjudication shall not affect the remaining 18 portions of the resolution, which shall remain in full force and effect as if the portion so 19 declared or adjudged invalid or unconstitutional was not originally a part of the 20 resolution. 21 Section 4. Repealer.
